A fishing fleet profile aims to assist in understanding the complexity and structure of fisheries from a technical and socio-economic point of view, or from the point of view of fishing strategies. A profile consists of analysing the characteristics of individual units of the fleet, for example the boats, in order to classify these units. This document describes the steps necessary to produce such a profile, from planning and the implementation of the fleet survey, through data processing to the presentation of the results. The processes of analysis, classification and description require the application of specific statistical methods in order to extract the items of information. "The Expert Meeting on Methodologies for conducting fishing fleet techno-economic performance reviews was held in Chennai, India, 18-20 September 2018. The Meeting was attended by fisheries economists from China, European Union, India, Indonesia, Norway, Thailand, United Kingdom and the United States of America. The Meeting was co-organized by the Bay of Bengal Programme - Intergovernmental Organization (BOBP-IGO) and the Food and Agriculture Organization of the United Nations (FAO). The Meeting brought together a group of key fisheries economists with experience in fishing fleet reviews to: 1) present and discuss the advantages and disadvantages of various methodologies applied for reviewing the economic and technical performance of fishing fleets, 2) develop and agree on a general sampling/survey methodology for conducting technoeconomic performance reviews, which can be applied also in developing countries, and 3) discuss technological innovations that have taken place in the last 10 years that had an impact on the economic and financial performance of fishing fleets. Excerpt from World Fishing Fleets, Vol. 1: An Analysis of Distant-Water Fleet Operations Past, Present, Future This report provides an analysis of the trends in the world's fishing fleet Operations using information obtained and verified from a variety of sources, such as Lloyd's Register of Shipping, the Food and Agriculture Organization (fao) of the United Nations, the Office of Naval Intelligence (oni) of the United States Navy, and us. Diplomatic Missions overseas. Several recent developments have focused considerable attention on global high-seas fishing fleet activity because of their potential impact on the world's living marine resources. In particular, the over-capitalization of the world's fishing fleets (appendix 1) and subsidies to portions of that fleet, have caused the world's annual catch to reach approximately 100 million metric tons in 1989, which is generally thought to be a level which reaches or exceeds the annual maximum sustainable yield. In addition, within the last ten years, the sustained and rapid construction of technologically advanced high-seas fishing vessels capable of efficiently harvesting vast quantities of fish in short periods of time has placed stress on some stocks. The United Nations moratorium on high - seas large scale pelagic driftnet fishing has caused some of the affected vessels to target other fishery stocks using different fishing methods. The straddling stock issue presently being addressed by a variety of international organizations has provided some unique and difficult challenges. The illegal fishing within certain countries' zoo-mile Exclusive Economic Zones (bez) and the reflagging of vessels to avoid regulations designed to effectively manage and conserve fisheries resources are significant issues. These issues are rooted in the world's demand for the relatively inexpensive protein provided by these fisheries resources and the potential economic gain that can be obtained by fulfilling that demand. In preparing this report, the authors had substantial leeway in conducting the analysis for their particular region since considerable differences exist in the type of fisheries, such as coastal or high-seas, employed by the countries of these regions. To assure as much accuracy as possible, applicable portions of each regional draft analysis were provided for review and comment to us. Considerable difficulty was experienced in developing the analyses for the former Soviet Union republics primarily because much of the data was either non-existent or not available for dissemination. This techno-economic performance review of selected fishing fleets in North and South America presents the findings of four country level studies of fishing fleets in the United States of America, Brazil, Chile and Peru. The review includes financial and economic information of 21 fishing fleet segments, including shrimp and groundfish trawlers, demersal trawlers, longliners, purse seiners, dredgers as well as hook and line fishing vessels. Analysis of the costs and earnings data of these important fishing fleet segments in North and South America, using survey data from 2012 -2017 for the US fleet segments and 2018 data for the South American countries’ fleets showed that 81 percent of the fleet segments had a positive net cash flow. The net profit margins of 38 percent of the 21 fishing fleet segments were >10%. Two-thirds (67%) of the fleet segments presented positive results in terms of their capital productivity as the return on fixed tangible assets (ROFTA) was positive. Twenty four percent of the fleet segments showed return on investment (ROI) figures of twenty percent or more. A majority of the Chilean and Peruvian fleet segments had ROIs of ten percent or higher in 2018. The financial and economic performance of the fishing fleet segments is not only affected by the seafood prices, but also by the fisheries management regime in place, fish species targeted, fish stock status and fishing methods and technologies applied. The age structure of the fishing vessels shows an increasing trend for most of the fishing fleet segments in this review, which adds to the apparent profitability of the vessels in these fleet segments as depreciation and interests on loans are minimized.
