The aim of this paper is to analyse the trade in fish and fishery products in the Mediterranean basin. With reference to the fisheries sector, it appears that the influence of market forces on the management of fisheries (and vice-versa) is increasing. After an overview of recent trends in fishery production, the study focuses on the exchange of fishery products, based on data from UN-Comtrade and FAO and Eurostat data. The core of the study comprises an analysis of the fish trade between the two sides of the Mediterranean basin, the EU and the non-EU countries. At the European level, the trade in fish products between the northern and the southern Mediterranean is of particular importance when considering recent in production and consumption, as well as the legal framework covering both the production and trade sides of the fishery sector. The cross-sectoral analysis of fishery production and trade provides a number of conclusions and lessons for the future of fishery management.

The 2018 edition of The State of Mediterranean and Black Sea Fisheries (SoMFi 2018), the flagship publication of the GFCM, provides a comprehensive overview of regional and subregional trends in Mediterranean and Black Sea fisheries. Bringing together data and indicators submitted by GFCM contracting parties and cooperating non- contracting parties on stock status, national catches, fleet and socio-economic aspects as well as information obtained from other sources, SoMFi 2018 aims to provide objective, reliable and up-to-date information to a wide audience and support decision-making in fisheries. SoMFi 2018 is divided into eight chapters. The first analyses the current composition of the fishing fleet, including information on fleet capacity, vessel types and age classes. Next comes a detailed breakdown of overall capture fishery production with comparisons of the latest figures to data from previous years, highlighting significant changes and trends. The report then looks at what this means for regional economies and for the livelihoods of the people who depend on the fisheries sector. As small-scale fisheries make up a large majority of Mediterranean and Black Sea fisheries, they receive special focus. SoMFi 2018 also provides the most detailed assessment yet of the state of fishery resources in the region. It shows the current status of the stocks, including those most at risk from overfishing, and looks at related issues like discards and incidental catches of vulnerable species. The report then highlights GFCM’s strategic efforts to build long-term sustainability, as it works with its stakeholders to sustainably manage fisheries and improve coastal livelihoods across the region. The workshop referred closely to the results of a first workshop held in Bangkok in 2002 (The International Workshop on Factors Contributing to Unsustainability and Overexploitation in Fisheries) but aimed more specifically at answering the following three major questions: What are the major obstacles to the implementation of major legal instruments? What are the main lessons learned and the possible paths to solutions for improved implementation? What are the possible gaps that may exist in these instruments to guide the international community in improving the management of marine fisheries? The workshop was based on a review of eleven case studies, each relating to one of the following categories of fishery: large volume small pelagics; tuna and tuna-like species; large volume demersals; and coastal fisheries. This publication contains the report of the Workshop, discussion papers containing case studies and notes submitted by participants. The document, and in particular the conclusions adopted by workshop participants, will serve as a basis for further analytical work aimed at improved fisheries management and a more effective implementation of major international fisheries instruments.
