Book Description
This book is a collection of scholarly essays from some of Nigeria’s most notable social science scholars on the character, contours, and peculiarities of democratic practices in Nigeria’s fourth attempt at constitutional rule after years of brutally absolutist military regimes. The Fourth Republic began in 1999 and continues to this day. It is coterminous with the restoration of constitutional rule after 16 years of sustained military rule, which represents the longest stretch of democratic self-rule since Nigeria won independence from British colonialism in 1960. The chapters in this book contain scholarly insights into the pitfalls of governance, institutional dysfunctions and foundational woes that continue to threaten the vitality of the Fourth Republic. Contributors to the book offer critical theoretical lenses to gaze at the decline in democratic citizenship, weakening of faith in the promises of democracy, loss of critical media engagement with the state, and deterioration of the socio-political fortunes of the state in Nigeria.

Book Description
This book examines how fiscal policy and management can promote gender equality in developing as well as developed countries. Providing an international look at gender budgeting, it draws on countries at different levels of development, with an emphasis on low-income developing countries. It introduces the reader to the main trends in gender equality, the key ideas and rationale of gender budgeting from a fiscal policy perspective and where gender budgeting fits into public financial management. It offers case studies and other empirical evidence from developing, emerging, and developed countries on what works in using fiscal policy and public financial management to narrow gender gaps in education, health care, access to infrastructure, and economic empowerment. It also provides policy recommendations appropriate to countries at different levels of development. The reader will gain an understanding of how fiscal policy and public financial management can contribute to gender equality and women’s advancement. The book provides a well-grounded set of conclusions and policy recommendations, drawn from evaluation of the evidence. The focus is on low-income developing countries but is combined with a well-rounded look at developing countries, more generally, emerging markets, and developed countries as well. This book will be a valuable resource for economists and policy makers, particularly those in developing countries still grappling with large disparities between women and men. It will also prove useful to researchers and those who provide technical assistance and aid to countries on fiscal policies and tools for gender equality.

Book Description
Fiscal policy in oil-producing countries can be profoundly affected by oil revenue uncertainty and volatility. Policy formulation should factor in the exhaustibility of the natural resources and aim at reducing oil revenue volatility passed on to the economy. Past fiscal policy in Nigeria has not been successful in this regard, since both revenue and expenditure have been highly volatile, to a large extent reflecting oil price developments. The paper discusses the role an appropriately designed fiscal rule, nested within the long-run sustainable use of oil revenue, could have in providing a more stable framework for fiscal policy formulation. It also highlights practical implementation and transitional issues.
