Governments, even regimes, fell in Argentina and Uruguay in the aftermath of financial crisis in the 1980s and in Indonesia in the 1990s. [...] In the case of commercial bank lending any reduction in the cost of the crisis stemming from a rapid renegotiation of the loan contracts and return to international financial markets is unlikely. [...] In sum the hypothesis is that although starting points and path dependencies are probably the biggest part of the explanation for the confluence of financial liberalization, economic crisis and regime collapse in some of these cases, the difference in the composition of flows, particularly the lesser direct role of the government in financial intermediation, may help explain the observed cross-nat. [...] The more risk sharing between investor and borrower, as in the case of equity participation, the smaller the burden the borrower faces in case of shocks and again, the less risk of socializing costs of private market failures. [...] Finally the larger the stock and bond market capitalization relative to overall financial transactions the greater the demand for transparency and disclosure and the smaller the scope for gross corruption and mismanagement.
