At the start of each decade the World Development Report focuses on poverty reduction. The World Development Report, now in its twenty-third edition, proposes an empowerment-security-opportunity framework of action to reduce poverty in the first decades of the twenty-first century. The purpose of the measurement of the social cost of subsidised development finance institutions (DFIs) is to see if the social benefit exceeds the social cost. In most cases, it is so expensive to measure social benefits that a full-blown social cost-benefit analysis cannot be done. The measurement of social costs, however, is not as expensive, and it can inform choices of how to spend public funds. This paper presents two measures of social cost. The first is the Subsidy Dependence Index (SDI) that can measure social cost in short time frames. The second measure is the net present cost of society (NPCS), which can measure social cost in any time frame. Both the SDI and the NPCS model shift the emphasis from prices paid to opportunity costs.

Developing countries need additional, cross-border capital channeled into their private sectors to generate employment and growth, reduce poverty, and meet the other Millennium Development Goals. Innovative financing mechanisms are necessary to make this happen. 'Innovative Financing for Development' is the first book on this subject that uses a market-based approach. It compiles pioneering methods of raising development finance including securitization of future flow receivables, diaspora bonds, and GDP-indexed bonds. It also highlights the role of shadow sovereign ratings in facilitating access to international capital markets. It argues that poor countries, especially those in Sub-Saharan Africa, can potentially raise tens of billions of dollars annually through these instruments. The chapters in the book focus on the structures of the various innovative financing mechanisms, their track records and potential for tapping international capital markets, the constraints limiting their use, and policy measures that governments and international institutions can implement to alleviate these constraints.
