A system has been designed and constructed for high accuracy neutron cross section measurements using pulsed beam time-of-flight techniques. The detection system has been used to obtain neutron scattering cross sections for Al, Si, Fe, Ni, and Co at 9.0 MeV incident neutron energy and to obtain a survey of neutron scattering by Carbon from 7 to 9 MeV incident energy. The cross sections have a normalization uncertainty or accuracy of about 5%, precision of 2-3% for strongly excited groups, and a precision of 5-10% for weakly excited groups. The report presents detailed design criteria for the detection system, and a description of detector shielding constructed for the measurements. It also contains a study of the data corrections which most strongly influence the accuracy of results. (Modified author abstract).

In this report, we outline the progress achieved in two distinct under the DOE-sponsored cross section project: the initial results obtained from the pulsed 14 MeV neutron facility, and a cooperative effort with Argonne National Laboratory in the measurement of fast neutron cross sections in yttrium. In the 14 MeV neutron laboratory, this year has seen the maturation of the project into one in which initial scattering measurements are now underway. We have improved the accelerator and ion source in several significant ways, so that neutron intensities have now been proven to be adequate for our series of elastic scattering angular distribution measurements outlined in our initial proposal of two years ago. We have successfully tested all components of the time-of-flight spectrometer and recorded initial neutron spectra from the ring targets that we have obtained for our first angular distribution measurements. Examples of the time-of-flight spectra that have been obtained are given later in this report. At the present time, the accelerator is operating with the highest degree of reliability that we have experienced since installing the pulsing system. Improvements made over the past year have not only increased the available neutron intensity, but also increased our capability to deal with inevitable component failures that require repair or replacement. The measurements carried out in conjunction with Argonne have contributed significantly to the available database on fast neutron interactions in yttrium. Results indicate that the cross section for the 89 Y(n, p)89Sr reaction is substantially higher than represented in ENDF/B-VI.

Neutron Cross Sections presents the principles of cross-section measurement and use, as well as sufficient theory so that the general behavior of cross sections is made understandable. This compilation is a direct result of experiences connected with the collection and evaluation of cross-section data during the past eight years at ""Sigma Centre"", Brookhaven National Laboratory. Here, experimental results received from laboratories throughout the world are carefully evaluated and compiled in the curves and tables of the large volume Neutron Cross Sections, The most recent version of the compilation, known as BNL 325, appeared 1 July 1955, and Supplement 1 to BNL 325 was published on 1 January 1957. The compilation itself consists almost completely of cross sections at specific energies, shown in the form of curves or tables, with only brief explanatory texts. The text opens with discussions of the general properties of cross sections and principles of nuclear structure that are important to the understanding of cross-section behavior. Separate chapters follow that describe specific techniques for measuring cross sections along with experimental results involving fast neutrons, resonance neutrons, resonances in fissionable materials, and thermal neutrons.

The Committee on Dosimetry for the Radiation Effects Research Foundation (RERF) was set up more than a decade ago at the request of the U.S. Department of Energy. It was charged with monitoring work and experimental results related to the Dosimetry System 1986 (DS86) used by RERF to reconstruct the radiation doses to the survivors in Hiroshima and Nagasaki. At the time it was established, DS86 was believed to be the best available dosimetric system for RERF, but questions have persisted about some features, especially the estimates of neutrons resulting from the Hiroshima bomb. This book describes the current situation, the gamma-ray dosimetry, and such dosimetry issues as thermal-neutron discrepancies between measurement and calculation at various distances in Hiroshima and Nagasaki. It recommends approaches to bring those issues to closure and sets the stage for the recently convened U.S. and Japan Working Groups that will develop a new dosimetry for RERF. The book outlines the changes relating to DS86 in the past 15 years, such as improved numbers that go into, and are part of, more sophisticated calculations for determining the radiations from bombs that reach certain distances in air, and encourages incorporation of the changes into a revised dosimetry system.
