Abstract: The purpose of this study was to explore social workers' perceptions of the effects the foster care system and multiple placements have on the ability of children and youth to create healthy attachments. Face-to-face interviews with 15 social workers employed with the Department of Children and Family Services, Los Angeles County, were conducted to explore their perceptions of attachment in foster children and youth. This study revealed ambiguity from the majority of social workers as to whether the foster care system could promote healthy attachments in foster children and youth. A higher percentage of participants believed the biggest barriers to be an overloaded foster care system, too many people involved in the decision-making process, and a long turn-around time for services. Additionally, social workers perceived that multiple placements had a significant negative effect on foster children and youth that often led to lost peer relationships, a decrease in a child or youth's educational progress, and a lack of motivation to adapt to new environments and therefore limiting any possible attachment to future caregivers. Additional research is needed to further explore the system's effect on attachment outcomes for children and youth in foster care who experience multiple placements.

Researchers, practitioners, journalists and politicians increasingly recognise that foster care throughout the world is in a state of crisis. There are more and more children needing care and, as residential alternatives dry up, more of these children are being assigned to foster families. This book reports the major findings of a two-year longitudinal study of 235 such children who entered the foster care system in Southern Australia between 1998 and 1999. As well as examining the changing policy context of children's services, the book documents the psychosocial outcomes for these children, their feedback on their experiences of care, and the views of their social workers and carers. In the process, the book examines some cherished beliefs about foster care policy and sheds new light on them. The research reveals that while most children do quite well in foster care up to the two-year point, there is a worrying amount of placement instability at a time when the concentration of emotionally troubled children in care is increasing throughout the western world. Although, surprisingly, placement instability does not appear to produce psychosocial impairment for a period of up to eight months in care, it has an extreme effect on children who are moved from placement to placement because no carer will tolerate their behaviour. These children are consigned to a life of distribution and emotional upheaval because of the lack of alternative forms of care. Another unexpected finding of the research is that increasing the rate of parental contact achieves little or nothing in relation to the likelihood of family reunification. As child welfare increasingly enters a world of research-based practice, Children in Foster Care provides some much needed hard evidence of how foster care policy and practice can be improved.

The child welfare system is responsible for ensuring the safety and well-being of millions of children. Children who enter the foster care system have experienced abuse in the home, which has caused them to develop mental health disorders. Due to gaps in services provided to youth in the child welfare system, Los Angeles County and the State of California was involved in a class action lawsuit in 2002. This lawsuit challenged the State's neglect to deliver mental health services to foster children. The literature review aimed to understand the consequences of inadequate mental health services for foster youth and the harmful effects of multiple foster care placements. John Kingdon's agenda-setting framework was applied to illustrate the child welfare system's response to the Katie A vs. Bonta class action lawsuit. Additionally, this project defined the adverse outcomes of insufficient mental health services and multiple placements on foster youth who age out of foster care. Limitations were present in this study due to time constraints, and recommendations for further research were proposed.

This dissertation explored the problem of why certain children are repeatedly rejected from foster care placements. These difficult to place children tend to manifest disruptive behaviors that affect the stability of their placement. Such instability precipitates problem behaviors and poor mental health, impeded permanency, and prevented strong attachments. The issue of hard to place children is reviewed from a self psychological point of view, to assess whether the goal for foster care should aim at core maturation for the vulnerable self structure of injured children or whether it should aim at achieving compensatory self structures. This dissertation will look at the child who is experiencing multiple placement moves and examine a gap that exists between clinical social work and clinical psychology literature in relation to the problem. Further, this dissertation will reveal the lack of attention given to this problem and how these children have been marginalized within child welfare. A critical review of historical and more recent literature regarding the problem of children who are difficult to place in the foster care system in America was reviewed, specifically, a subset of children between the ages of 10 to 17 who were in foster care.
