Kalypso Nicolaïdis, Professor of International Relations at Oxford University, examines Britain's relationship with the EU through the lens of Greek mythology, using three key archetypes to analyse the differing visions of the world that have clashed so dramatically over this issue. Plato’s use of myths—the Myth of Metals, the Myth of Er—sits uneasily with his canonical reputation as the inventor of rational philosophy. Since the Enlightenment, interpreters like Hegel have sought to resolve this tension by treating Plato’s myths as mere regrettable embellishments, irrelevant to his main enterprise. Others, such as Karl Popper, have railed against the deceptive power of myth, concluding that a tradition built on Platonic foundations can be neither rational nor desirable. Tae-Yeoun Keum challenges the premise underlying both of these positions. She argues that myth is neither irrelevant nor inimical to the ideal of rational progress. She tracks the influence of Plato’s dialogues through the early modern period and on to the twentieth century, showing how pivotal figures in the history of political thought—More, Bacon, Leibniz, the German Idealists, Cassirer, and others—have been inspired by Plato’s mythmaking. She finds that Plato’s followers perennially raised the possibility that there is a vital role for myth in rational political thinking.

What does the UK's exit from the EU mean for health and the NHS? This book explains the legal and practical implications of Brexit on the NHS: its staffing; especially on the island of Ireland; medicines, medical devices and equipment; and biomedical research. It considers the UK's post-Brexit trade agreements and what they mean for health, and discusses the effects of the COVID-19 pandemic on post-Brexit health law. The European Union means many different things to its many peoples. In Germany, for example, the European project was conceived mainly as post-national, or even post-sovereign. In France, by contrast, President Emmanuel Macron has pursued the vision of a sovereign Europe; that is, an EU that would become a formidable geopolitical actor. Yet, instead, Europe has struggled to ascertain its values abroad and even domestically, facing a sovereignist rebellion from its newer member states, such as Hungary and Poland, and the departure of Britain. The eurozone crisis has undermined the EU's economic credentials, the refugee crisis its societal cohesion, the failure to stand up to Russia its sense of purpose, and the Covid-19 pandemic its credibility as a protector of European citizens. The key argument of this book is that the multiple crises of the European project are caused by one underlying factor: its bold attempt to overcome the age of nation-states. Left unchecked, supranational institutions tend to become ever more bureaucratic, eluding control of the people they are meant to serve. The logic of technocracy is thus pitted against the democratic impulse, which the European Union is supposed to embody. Democracy in Europe has suffered as a result.

This book observes that a key determinant of Europe’s welfare over the coming decades will be how the region manages crises, both financial and societal. It examines how key institutional developments, such as Economic and Monetary Union, reflected differentiated integration (DI) in the EU, but argues that modern-day risks are highly interconnected, and their management therefore has to be inclusive. In that connection it looks in particular at the European Systemic Risk Board (ESRB), whose mandate to protect financial stability also gives it relevance with regard to other crises. The book considers that the strengthening of this institution, and bringing it to the fore, would help EU member states, as well as countries around the EU including applicant nations, to manage financial and societal risks, including COVID-19 and the transition to a green economy, thus safeguarding the economies of Europe. It builds on a model of the EU allowing for DI in some activities, while ensuring sound governance arrangements between those inside and those outside that activity, and embodying inclusivity in the fundamentals of the EU, including in the management of risk.
