Book Description
Strengthening local governance with a view to promoting democratic representation, establishing entitlements, and improving the provision of goods and services, can play a critical role in human development. The evaluation concludes that UNDP has not fully capitalized on its comparative advantage in strengthening local governance, and suggests that, in part, this relates to the absence, within UNDP, of a common understanding of and sufficient corporate guidance on strengthening local governance. While there are numerous examples of support to local governance that have been innovative and effective, other initiatives have had limited impact and some have tended to be ad hoc and isolated, rather than systematic and strategic. For UNDP to play a more effective role in strengthening local governance reforms, the evaluation recommends that it should more explicitly and effectively mainstream local governance into all programmatic focus areas by developing a coherent framework that is firmly grounded in the practice of human development. The evaluation also recommends that UNDP should strengthen its partnerships with its associated funds and programmes in order to enhance the effectiveness of its initiatives in local governance -- Publisher's website.

Book Description
This study on United Nations Development Programme support to conflict-affected countries was conducted by UNDP's Evaluation Office in response to a request from UNDP's Executive Board. The evaluation was designed to assess the extent to which UNDP has helped address the structural conditions conducive to conflict so that a recurrence of armed conflict could be prevented. UNDP's policies and operations in conflict-affected countries were examined in the context of UN reform, especially integrated UN peace-keeping and peace-building missions. Research and analysis covered the period 2000-2005 and involved in-depth case studies in six countries, all of which were, or still are under Security Council mandate.

Book Description
Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Book Description
The deployment of a large number of soldiers, police officers and civilian personnel inevitably has various effects on the host society and economy, not all of which are in keeping with the peacekeeping mandate and intent or are easily discernible prior to the intervention. This book is one of the first attempts to improve our understanding of unintended consequences of peacekeeping operations, by bringing together field experiences and academic analysis. The aim of the book is not to discredit peace operations but rather to improve the way in which such operations are planned and managed.

Book Description
In the emerging fields of religious and interreligious peacebuilding, the question of monitoring and evaluation is a challenging, yet necessary process. The need to develop comprehensive yet fitting evaluation models for religious and interreligious peacebuilding is not only important for donor interests, but also critical as a means of documenting and learning for peacebuilders themselves. Theories and best practices in monitoring and evaluation have become prevalent in many fields, yet the amount of literature on evaluating intercultural and, especially, religious and interreligious projects remains scant in comparison. This volume offers a unique contribution that not only looks at several of the challenges and implications faced by religious and interreligious peacebuilders but also provides concrete examples of new models and tools for monitoring and evaluating religious and interreligious peacebuilding projects. In doing so, this volume serves as a tool and point of reference for individuals and organizations developing and implementing interreligious dialogue and peacebuilding projects.

Book Description
This evaluation examines UNDP role and contribution to the attainment of electoral results. It seeks to determine the quality and added value of UNDP performance in strengthening electoral systems and processes. It also assesses how well UNDP positioned itself to address growing and changing demands for electoral support, and to address the challenges and opportunities to enhance the goals of democratic governance via strengthening electoral processes. The evaluation covers UNDP work on electoral assistance between 1990 and 2011 with a main focus on the past ten years when UNDP provided electoral assistance in 83 countries with a budget of approximately USD 2.9 billion. It concludes with a set of policy-relevant and forward-looking recommendations. The evaluation will support UNDP's future work by contributing to an understanding of how UNDP can provide assistance in a more effective and sustainable manner.
