Improving the quality of education is a constant concern of national policy-makers. Evaluation of the education offered pupils is one of the means by which this aim may be achieved. Such evaluation may assume several forms depending on the components subject to investigation, whether they be the processes activated by teachers, the tasks assumed by schools, local authority school management and administration, the functioning of the education system as a whole, or the performance of pupils who may be examined by individual teachers or schools, a local education authority or a national body. All such aspects might be the focus of a comparative study. However, the present study concentrates solely on approaches to the evaluation of schools providing compulsory education. The decision to proceed in this way reflects the terms of the Recommendation of the European Parliament and of the Council (12 February 2001) on European Cooperation in Quality Evaluation in School Education. It is clear from the Recommendation that improvements in quality evaluation in education ultimately hinge on developments at school level. The Recommendation emphasises the interrelation between external and internal evaluation, and calls on the Member States to 'encourage school self-evaluation as a method of creating learning and improving schools, within a balanced framework of school self-evaluation and any external evaluations' (page 60/53 of the Recommendation). The present introduction is in two parts. The first establishes the general framework for this comparative investigation by indicating the focus of the study (schools as entities), along with its analytical unit (the approach to evaluation), its methodology, scope, overall structure and content. The second part contains diagrams that provide a general outline of evaluation systems. These diagrams will enable readers who so wish to understand how the evaluation of schools is situated in relation to a country's entire system of educational evaluation. The diagrams may vary considerably from one country to the next both from the perspective of the evaluators and in terms of the components evaluated (whether pupils, teachers, schools, local educational providers or the education system overall). The second part of the introduction will also provide some insight into the position of each of the different countries vis-̉-vis the study as a whole.

Around the globe, various kinds of testing, including high stakes national census testing, have become meta-policies, steering educational systems in particular directions, and having great effects on schools and on teacher practices, as well as upon student learning and curricula. There has also been a complementary global aspect to this with the OECD’s PISA and IEA’s TIMSS and PIRLS, which have had impacts on national education systems and their policy frameworks. While there has been a globalized educational policy discourse that suggests that high stakes standardised testing will drive up standards and enhance the quality of a nation’s human capital and thus their international economic competitiveness, this discourse still manifests itself in specific, vernacular, path dependent ways in different nations. Despite the advances in educational effectiveness theory and methodology in the last 20 years, important questions and issues remain unresolved. In particular, existing theoretical frameworks of educational effectiveness are only able to describe the interrelationship among factors at the system, school, classroom, and student levels and their cross-level interdependency in a very general manner. Additionally, although a large number of studies provide empirical evidence of the impact of single factors and factor constellations on student learning, the embedding of the empirically identified results in theoretical models of educational effectiveness has to be carried out more systematically in order to develop more elaborated theories of educational effectiveness. The aim of this book is to contribute to the advancement of educational effectiveness theory by discussing different strategies: including alternative theoretical models to understand educational in/effectiveness, extending the methodology to analyze processes and mechanisms of educational in/effectiveness, analyzing differential effects of processes and instruments on educational in/effectiveness, carrying out complex multivariate analyses considering manifest and latent variables, and combining theory and practice in real school situations. Taken together, the strategies presented in this book make it clear that the advancement of educational effectiveness theory depends on the advancement of educational effectiveness methodology, or in other words: from theory to methodology and from empirical evidence back to theory. This book aims to enhance understanding of school choice as a supra-national travelling policy, explored in two strikingly different societies: Latin American Chile and North European Finland. Chile was among the first countries to implement school choice as a policy, which it did comprehensively in the early 1980s through the creation of a market environment. Finland introduced parental choice of a school on a very moderate scale and without the market elements in the mid-1990s. Predominant aspects of Chilean basic schooling include provision by for-profit and non-profit private and municipal organisations, voucher system, parental co-payment and ranking lists. Finland persists in keeping education under public-authority governance and free-of-charge, and in prohibiting profit making and rankings.
