Our objective was to determine whether DoO policies and procedures for using DoD UAS and associated processing, exploitation, and dissemination activities comply with applicable Jaws,regulations, and national policies for providing support to domestic civil authorities. DoD Is fully compliant with laws, regulations, and national policies for UAS support to domestic civil authorities. Units operating UASs told us that, while they understand the American publlc'slegitimate concerns about civil libenties and privacy rights, they do not operate UASs any differently from manned platforms with similar capabilities. We recommend that USO (P) establish a standardized formal approval process for UAS support to domestic civil authorities. We recommend that USO (P) address the concerns of Military Service/National Guard Bureau UAS experts that policy ambiguity is potentially degrading UAS training and operational readiness. We also recommend that the USD (P) formally charter the Domestic Imagery Working Group.

Combatant commanders carrying out ongoing operations rank the need for intelligence, surveillance, and reconnaissance (ISR) capabilities as high on their priority lists. The Department of Defense (DOD) is investing in many ISR systems, including unmanned aircraft systems (UAS), to meet the growing demand for ISR assets to support the warfighter. GAO was asked to evaluate DOD's efforts to integrate UAS into ongoing operations while optimizing the use of all DOD ISR assets. Specifically, this report addresses the extent that (1) DOD has taken steps to facilitate the integration of UAS into combat operations, and (2) DOD's approach to allocating and tasking its ISR assets considers all available ISR capabilities, including those provided by UAS. GAO also reviewed the extent that DOD evaluates the performance of its ISR assets, including UAS, in meeting warfighters' needs. To perform this work, GAO analyzed data and guidance on the use of ISR assets, and interviewed DOD officials, including those supporting ongoing operations in Iraq and Afghanistan.

The Dept.of Justice (DOJ) Office of the Inspector General (OIG) is conducting an audit of the domestic use of unmanned aircraft systems (UAS) by DOJ, as well as its support and provision of UAS to other law enforcement agencies and non-profit organizations. UAS are also commonly referred to as unmanned aerial vehicles (UAV) or "drones." This interim report presents an overview of DOJ's UAS use and policies as of May 2013. Four DOJ law enforcement components had either tested for evaluation or used UAS to support their operations. Although the Federal Bureau of Investigation (FBI) is the only DOJ component to have used UAS to support its mission, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) plans to deploy UAS to support future operations. The Drug Enforcement Admin. (DEA) and the U.S. Marshals Service (USMS) have acquired UAS for testing, but have no plans to deploy them operationally. The Office of Justice Programs (OJP) and Office of Community Oriented Policing Services (COPS) have provided $1.2 million in funding to seven local law enforcement agencies and non-profit organizations to purchase UAS for testing or use. To improve upon the management and use of UAS, DoD has implemented several actions, such as establishing new task forces. GAO was asked to do the following: (1) identify key DoD efforts to improve the management and operational use of UAS, and (2) assess the extent to which these efforts constitute an overarching organizational framework to guide and oversee UAS efforts. GAO reviewed DoD documents such as directives and memorandums, and interviewed agency officials. GAO recommends DoD designate a single entity accountable for integrating efforts related to UAS; define roles, responsibilities, and relationships among UAS-related entities; and develop a UAS strategic plan to align and integrate efforts and funding with long-term goals. DoD partially concurred with one recommendation and did not concur with two recommendations, citing actions it has already taken. GAO recognizes DoD's efforts to date, but continues to believe additional actions are needed.
