What is symbolic representation? Since Hanna Pitkin’s seminal The Concept of Representation, the symbolic has been the least studied dimension of political representation. Innovatively adopting a discursive approach, this book - the first full-length treatment of symbolic representation - focuses on gender issues to tackle important questions such as: What are women and men symbols of, and how is gender constructed in policy discourse? It studies what functions symbolic representation fulfils in the construction of gender, what social roles get legitimized in policy discourse, and how this affects power constellations, ultimately revealing much about the relation between symbolic, descriptive, and substantive representation. Emanuela Lombardo and Petra Meier draw on theories of symbolic representation and gender, as well as rich primary material about political debates on labour and care issues, partnership and reproductive rights, gender violence, and quotas. This volume is the first comprehensive analysis of women's ascendance to leadership positions in the European Union as well as their performance in such positions. It provides a new theoretical and analytical framework capturing both positional and behavioural leadership and the specific hurdles that women encounter on their path to and when exercising leadership. The volume encompasses a detailed set of single and comparative case studies, analyzing women's representation and performance in the core EU institutions and their individual pathways to and exercise of power in top-level functions, as well as comparative analyses regarding the position and behaviour of women in relation to men. Based on these individual studies, the volume draws overarching conclusions about women's leadership in the EU. Regarding positional leadership, women continue to be underrepresented in leadership positions, they more often hold less prestigious portfolios in such positions, and manifold structural hurdles hamper their access to power. Furthermore, huge variations exist across EU institutions, with the intergovernmental bodies being the hardest to access. Regarding behavioural leadership, women acting in powerful EU positions generally perform excellently. They successfully exercise a combined leadership style that integrates attributes of leadership considered to be 'masculine' and 'feminine'. This is not to argue that women per se are the better leaders. Yet more often than men they are exposed to stronger selection processes and their prevalent practice of a combined leadership style tends to best meet the requirements of modern democratic systems and particularly those of the highly fragmented EU.

In the context of ageing populations, increasing participation of women in the labour market, growing marketisation of care provision, and, most importantly, global inequalities, racialised care workers have come to fulfil a key role within older-age care in western European societies. This book presents a gendered political economy of migrant and minority ethnic care workers’ experiences in older-age care in London, Paris and Madrid. Its cross-national comparative approach allows for a differentiated analysis of the workings of migration, employment and care regimes in three capital cities, with similarly segmented care sectors, yet diverse policies and implications for care workers. Sahraoui provides a novel perspective that advances debates on the ethics of care by foregrounding the voices of racialised care workers and contributing to feminist moral philosophy.
