Since its birth with the creation of the international Red Cross in 1863, international humanitarian assistance has developed considerably since World War II. In accordance with the Red Cross principle of humanity, it aims at preventing and alleviating human suffering wherever it may be found, protecting life and health and ensuring respect for the human being. International humanitarian assistance involves a complex network of government agencies, intergovernmental and non-governmental organizations, and individual volunteers: it has been labelled a `non-system'. While governments and intergovernmental organizations play a dominant and structured role in this field, the non-governmental organizations and their volunteers have proved to be their necessary operational partners, providing material, medical and moral relief and care wherever it may be needed, beyond borders, at the grassroots level. Following a brief review of recent humanitarian activities of intergovernmental organizations, and an analysis of current trends of voluntarism, this book focuses on the role, status and attitudes of the major humanitarian non-governmental organizations, including the Red Cross organizations, the British charities, Church-related agencies, medical volunteers (such as the `French Doctors') and U.N. volunteers. Should humanitarian non-governmental organizations provide relief assistance with the Red Cross concern for discretion, neutrality and impartiality? Or should they bear witness and denounce publicly human rights violations, at the risk of being expelled from recipient countries and having to stop their assistance? The controversial claim of a `right' to receive and a `duty' to provide humanitarian assistance beyond borders is also addressed, as well as the possible need for a status to be accorded to international volunteers.

The International Brigades (Spanish: Brigadas Internacionales) were military units made up of volunteers from different countries, who traveled to Spain to fight for the Second Spanish Republic in the Spanish Civil War between 1936 and 1939.The number of combatant volunteers has been estimated at between 32,000–35,000, though with no more than about 20,000 active at any one time. A further 10,000 people probably participated in non-combatant roles and about 3,000–5,000 foreigners were members of CNT or POUM.[1] They came from a claimed "53 nations" to fight against the Spanish Falangist forces led by General Francisco Franco who was assisted by German and Italian forces.

Volunteers are central to providing opportunities to play sport, whether helping to run sports clubs, helping in school sport or at sports events. This volume focuses on the volunteers who support clubs. Approximately 150,000 sports clubs in the UK are supported by volunteers in roles such as coaches, treasurers, membership secretaries and other formal roles, as well as a myriad of other volunteers who help on a more informal basis. This structure of clubs run by volunteers is common to other countries; such as Germany, Canada, Finland and Australia. It is a valuable community resource; not only for the opportunities it provides for sports participation but also the more general contribution to the quality of communities. This club structure has been central to government policy to increase sports participation and has developed from the second half of the 19th century. Yet its maintenance relies on a nucleus of core volunteers in each club who take the major roles. Recruiting new volunteers – especially for these core roles – is always difficult. Despite central government in the UK having a commitment to developing volunteering, clubs are having to adjust to new relationships with local government as funding and subsidy of facility use is reduced. Trends in sports participation are away from the traditional team sports and towards more individual participation. Club members may demand an experience benchmarked against private or local government providers; regarding the club as providing a service as much as an organisation they contribute to. The chapters in this book contribute an international perspective to understanding these issues. It will be of great value to community sport leaders and scholars of sport sociology and leisure studies. This book was published as a special issue of the International Journal of Sport Policy and Politics.

Jewish Volunteers, the International Brigades and the Spanish Civil War discusses the participation of volunteers of Jewish descent in the International Brigades during the Spanish Civil War, focusing particularly on the establishment of the Naftali Botwin Company, a Jewish military unit that was created in the Polish Dombrowski Brigade. Gerben Zaagsma analyses the symbolic meaning of the participation of Jewish volunteers and the Botwin Company both during and after the civil war. He puts this participation in the broader context of Jewish involvement in the left and Jewish/non-Jewish relations in the communist movement and beyond. To this end, the book examines representations of Jewish volunteers in the Parisian Yiddish press (both communist and non-communist). In addition, it analyses the various ways in which Jewish volunteers and the Botwin Company have been commemorated after WWII, tracing how discourses about Jewish volunteers became decisively shaped by post-Holocaust debates on Jewish responses to fascism and Nazism, and discusses claims that Jewish volunteers can be seen as 'the first Jews to resist Hitler with arms'.

Kenneth Estes studies the 100,000 West Europeans who fought against Russia as volunteers for the Wehrmacht and Waffen-SS. A retired Marine Corps lieutenant colonel, Estes shows tremendous knowledge of combat and writes gripping battlefield prose. Two-thirds of the West European volunteers came from Spain and the Netherlands, yet Estes demonstrates wide range and covers also Flemish, Walloon, French, Danish, and Norwegian combat units. Avoiding over-generalization, the author distinguishes carefully among the Danes and Flemings who fought competently with the SS-Wiking Division and later with Nordland, the courageous but poorly-armed Spanish, the ill-trained Dutch and French in Landstorm Nederland and SS-Charlemagne, and the Norwegians who after a first wave of enthusiasm held back altogether. Estes pulverizes the Nazi propaganda notion of a multinational European army defending 'Western civilization' against 'Bolshevism'. He shows that West Europeans, mainly of the urban working classes, volunteered from a mix of motives -adventure-seeking, ideology, hopes of personal advantage or material gain, a desire for better food, or a wish to escape a criminal record at home. He demonstrates that the best-performing foreign legions were trained and led by German officers and formed parts of larger SS units, and also that the Wehrmacht placed little value on foreign formations until its other manpower reserves ran out in 1944-45. This is a landmark work on a subject which has been much written about, but rarely understood or described as perceptively as in the pages of this book.
