In the field of political sociology and European studies, there has long been a discussion on transnational neoliberal development and ethnic groups’ self-governance. Notwithstanding, there has been limited exploration in relation to modes of knowledge production associated with neoliberal governance of the Other (e.g. ethnic and indigenous groups), which capture its idiosyncratic modes of political expression and empowerment. Drawing on Michel Foucault’s political philosophy, this book discusses European social integration as transnational neoliberal governmentality and challenges its epistemologically constituted subaltern subject. Neoliberalism is questioned in relation to its programs of securitisation of poverty and authoritarian models of self-governance associated with instrumentality of the market. In this context, the book’s rich political historical ethnography develops a new framework for the study of social power. Furthermore, inspired by Jacques Rancière's radical philosophy, European Social Integration and the Roma proposes a new mode of knowledge production about populations excessively subjected to neoliberal governmentality, heralding the epistemological decolonisation of the neoliberal subject. Presenting an insightful new prospect in critical sociology as well as the conceptualization of power and the application of theories of governmentality, this book will appeal to scholars interested in the areas of political sociology and anthropology, international relations, social and political theory/philosophy and post-development studies.

This open access book explores how contemporary integration policies and practices are not just about migrants and minority groups becoming part of society but often also reflect deliberate attempts to undermine their inclusion or participation. This affects individual lives as well as social cohesion. The book highlights the variety of ways in which integration and disintegration are related to, and often depend on each other. The fact that post-socialist European Union (EU) countries are struggling with implementation of the EU's social inclusion policy is well known. But why is that so? Are the problems solely connected with how inclusion policies are enforced, or could it just as likely be the way policies are designed that creates challenges? This book explores experiences with inclusion policy implementation in seven different post-socialist EU countries. It focuses particularly on two groups of people in constant danger of social exclusion: people with Roma background and people with disabilities. So far, researchers have studied these issues primarily through policy analysis, and thus not provided knowledge on what actually happens in local contexts where welfare services are produced. This book sheds light on implementation processes at different levels, both at the policy level and in local welfare production. The picture painted here is one of complex and conflicting considerations in inclusion policy implementation, between historical and cultural heritage from the communist period, and EU inclusion policy based on Western European political principles. This book will appeal to undergraduate and post-graduate students, as well as postdoctoral students in social science, disability studies, educational science, and others. The book will also be useful for researchers and others interested in the development of inclusion policies and EU integration issues. This book is intended as an invitation and a challenge to all concerned with the situation of roma to discuss crucial issues in order to clarify key concepts. ideally such critical reflection will lead to the formulation and adoption of more effective strategies for resolving the seemingly intractable problems hindering roma integration at a time when pro-roma eu policies are facing ever-growing threats. This project evolved over a three-year period starting with the reflections of andrás Bíró, prompted by the disappointing results of over two decades of activism in the supposedly more liberal climate of post- Communist democracy. These thoughts in turn stimulated insightful responses from Nicolae Gheorghe and Martin Kovats. These authors do not shrink from expressing forthright views, as in discussing the apparent conflict between certain human rights values and what some regard as ‘traditional’ roma culture and in exploring difficulties and ambiguities implicit in using the term ‘roma’. The respective merits of ethnically based roma political parties as opposed to a civic approach are also examined. These three chapters form the core of the book but the goal of encouraging wider debate was taken a step further by circulating these texts to activists and intellectuals, who were then invited to discuss them at a two-day workshop. an edited version of their exchanges forms the fourth chapter of the book, which is concluded by the vision of a possible way forward by the prominent roma activist Željko Jovanović. While no straightforward solutions are offered the pre-eminence of the main contributors and the lively ensuing conference arguments guarantee that this book will become a touchstone for future debate. This book situates Roma mobility as a critical vantage point for migration studies in Europe, focusing on questions about Europe, ‘European-ness’, and ‘EU-ropean’ citizenship through the critical lens of Roma racialisation, marginalisation, securitisation, and criminalisation, and the dynamics of Roma mobility within and across the space of ‘Europe’. Enabled primarily through ethnographic research with diverse Roma communities across the heterogeneous geography of ‘Europe’, the contributions to this collection are concerned with the larger politics of mobility as a constitutive feature of the socio-political formation of the EU. Foregrounding the experiences and perspectives of Roma living and working outside of their nation-states of ‘origin’ or ostensible citizenship, the book seeks to elucidate wider inequalities and hierarchies at stake in the ongoing (re-)racialisation of both Roma migrants and migrants in general.
