European Populations: Unity in Diversity was the general theme of the 1999 European Population Conference, which convened in The Hague (The Netherlands) from 30 August to 3 September on behalf of the European Association for Population Studies (EAPS), The International Union for the Scientific Study of Population, (IUSSP), The Netherlands Interdisciplinary Demographic Institute (NIDI), Statistics Netherlands (SN), and The Netherlands Demographic Society (NVD). On the threshold of the third millennium, Europe is facing major and challenging demographic issues that, to a large extent, will shape its future. These challenges formed the basis for selecting special underlying themes for the plenary sessions at the conference. Four outstanding population experts were invited to present their views. This book explores how the European Union has been responding to the challenge of diversity. In doing so, it considers the EU as a complex polity that has found novel ways for accommodating diversity. Much of the literature on the EU seeks to identify it as a unique case of cooperation between states that moves past classic international cooperation. This volume argues that in order to understand the EU’s effort in managing the diversity among its members and citizens it is more effective to look at the EU as a state. While acknowledging that the EU lacks key aspects of statehood, the authors show that looking at the EU efforts to balance diversity and unity through the lens of state policy is a fruitful way to understand the Union. Instead of conceptualising the EU as being incomparable and unique which is neither an international organisation nor a state, the book argues that EU can be understood as a polity that shares many approaches and strategies with complex and diverse states. As such, its effort to build political structures to accommodate diversity offers lessons to other such polities. The experience of the EU contributes to the understanding of how states and other polities can respond to challenges of diversity, including both the diversity of constituent units or of sub-national groups and identities.

The aim of Diversity in Family Formation is to examine changes in the start of the family formation process. Rather than giving a rough overview of demographic changes in many countries, a comparison of differences in changes in family formation and fertility behaviour between Belgium and The Netherlands is interesting for various reasons. First, even though the economic and cultural differences between these countries are relatively small there is one important difference: Belgium is predominantly Catholic, whereas The Netherlands has about equal proportions of Catholics and Protestants. Second, if the Second Demographic Transition implies that there is one common pattern of change in different European countries and that differences across countries are due to the fact that countries are in a different stage of the transition process, and if it is assumed that the transition process started earlier in Protestant countries than in Catholic countries, one would expect The Netherlands to be in a further stage of the transition process than Belgium. Thus an in-depth comparison of changes in family formation and fertility behaviour between both countries may give us more insight in the question of whether there is one common transition process. The comparison of fertility and family survey-data in both countries brings us to the core question of whether there is one common explanation for differences between countries in various types of fertility and family behaviour under consideration, namely fertility regulation, the choice of living arrangement after leaving the parental home, and the labour force participation of mothers.
