The extension of EU enlargement policy to the region has generated high expectations that enlargement will regulate democratic institution-building and foster reform, much as it did in Central and Eastern Europe. However, there is very little research on whether and how unfavourable domestic conditions might mitigate the transformative power of the EU. This volume investigates the role of domestic factors, identifying ‘stateness’ as the missing link between the assumed transformative power of the EU and the actual capacity to adopt EU rules across the region. This book examines how European issues have played out in Serbian and Croatian party politics since 2000, in the context of significant challenges brought by European integration of the Western Balkans. It provides a comprehensive analysis of how political parties in these countries have determined and shifted their positions on the EU, by exploring the effect and interaction of party ideology and strategy, position within the party system, relations with the general public and voters as well as transnational party linkages. This book investigates and explains the European Union’s approach to conflict resolution in three countries of the Western Balkans: Bosnia and Herzegovina, Macedonia and Kosovo. In doing so, it critically interrogates claims that the EU acts as an agent of conflict transformation in its engagement with conflict-affected states. Unfortunately, European and American leaders have been unable to complete such a unique historic vision, while the progress of several Western Balkan countries continues to be undermined by a plethora of political, social, economic, ethnic, and national disputes. This monograph focuses on the escalating security challenges facing the Western Balkans, assesses the shortcomings and deficiencies of current international engagement, considers future prospects for U.S. military involvement, and offers recommendations for curtailing conflict and promoting the region's international institutional integration. In particular, to prevent the future deployment of U.S. forces, more comprehensive strategic intelligence gathering is needed, together with the identification of local and foreign political actors promoting instability, early warning signals regarding impending conflicts, and a commitment to incorporate all countries in the region into NATO and the EU.
