This book investigates the European involvement in managing the nuclear dispute with Iran, shedding new light on EU foreign policy-making. The author focuses on the peculiar format through which the EU managed Iran’s nuclear issue: a ‘lead group’ consisting of France, Germany and the UK and the High Representative for EU foreign policy (E3/EU). The experience of the E3/EU lends credibility to the claim that lead groups give EU foreign policy direction and substance. The E3/EU set up a negotiating framework that worked as a de-escalating tool, a catalyst for Security Council unity and a forum for crisis management. They inflicted pain on Iran by adopting a comprehensive sanctions regime, but did so only having secured US commitment to a diplomatic solution. Once the deal was reached, they defended it vigorously. The E3/EU may have been supporting actors, but their achievements were real.

Rules are no longer merely made by states, but increasingly by international organizations and other international bodies. At the same time these rules do impact the daily life of citizens and companies as it has become increasingly difficult to draw dividing lines between international, EU and domestic law. This book introduces the notion of a ~multilevel regulationa (TM) as a way to study these normative processes and the interplay between different legal orders. It indicates that many rules in such areas as trade, financial cooperation, food safety, pharmaceuticals, security, terrorism, civil aviation, environmental protection or the internet find their origin in international cooperation. Apart from mapping multilevel regulation on the basis of a number of case studies, the book analyses its consequences in relation to forms of legal protection and legitimacy. In that respect it proposes an agenda for research to study how to cope with multilevel regulation. At the end of the 1990s and the start of the new millennium, globalisation was the main buzzword in the social sciences; nowadays, however, this role has been taken over by governance. So much so in fact that the term has earned considerable credit outside of the academia, and has become the topic of heated discussions in public debates as well. Globalisation and governance are, nevertheless, not independent from each other. It is a pity that a full-blown crisis, such as the global financial and economic crisis of 2007-2008, was needed to make it painfully evident that the success of globalisation and the design of good governance mutually presuppose one another; one cannot exist without the other. As globalization exists simultaneously on the global, regional and national levels, the same can be said of governance as well. Consequently, this volume focuses on each of these highly interdependent levels and gives a critical account of economic globalization and governance. István Benczes is an Associate Professor at the Department of World Economy, Corvinus University of Budapest (formerly known as the Budapest University of Economic Sciences). Currently, he is a Fulbright Professor at Indiana University, Bloomington, US. He earned his PhD in Political Economy at Central European University, Budapest. His main research interests include the political economy of European economic integration and economic transformation of Central and Eastern Europe. He has been teaching International Political Economy, International Economics, European Economic Governance and Development Economics for more than a decade. This book constitutes a systematic and critical assessment of the nature, evolution, and prospects of the development partnership between the 79-member African, Caribbean, and Pacific (ACP) group of states and the 28-member European Union (EU). A core theme that runs through the work is that the ACP’s partnership with the EU remains an important framework for addressing development challenges in the African, Caribbean, and Pacific regions, but needs to adapt to changes in the global political economy, as well as internal developments in both the ACP and the EU, to sustain its relevance and effectiveness. This is crucial for the ACP group, in particular, given its origins in, and core focus on, development cooperation with Europe.
