Published in 1999, this text examines domestic wars, looking at inter-state relations only in as far as they are directly relevant to understand such wars. The book aims to indicate how intra-state war differs from the inter-state war, and focuses primarily on such domestic armed conflicts that at least have significant ethnonational components. The book assesses how heterogeneous a category "ethnic conflict" is in terms of causes and consequences, and gauges the complex interplay between class, regionalism and ethnicity. It is not limited to description and causal analysis, but also attempts to assess suggestions as to what types of actors may contribute in what ways to avoiding ethnonational mobilization/polarization, avoiding militarization of manifest conflicts, and de-escalating militarized conflicts by looking for tenable generalizations on what types of approaches are fruitful in bringing about de-escalation, ceasefires, political compromises, peaceful division or peaceful integration, reconciliation.

Following significant interethnic violence beginning in 2008, Chinese intellectuals and policymakers are now engaged in unprecedented debate over the future direction of their country's ethnic policies. This study attempts to gauge current Chinese opinion on this once-secretive and still highly sensitive area of national policy. Domestic Chinese opinion on ethnic policies over the last five years is reviewed and implications for future policies under the new leadership of CPC Secretary General Xi Jinping are explored. Careful review of a wide spectrum of contemporary Chinese commentary identifies an emerging consensus for ethnic-policy reform. Leading public intellectuals, as well as some party officials, now openly call for new measures strengthening national integration at the expense of minority rights and autonomy. These reformers argue that divisive ethnic policies adopted from the former USSR must be replaced by those supporting an ethnic "melting pot" concept. Despite this important shift in opinion, such radical policy changes as ending regional ethnic autonomy or minority preferences are unlikely over the short-to-medium term. Small-yet-significant adjustments in rhetoric and policy emphasis are, however, expected as the party-state attempts to strengthen interethnic cohesiveness as a part of its larger agenda of stability maintenance. About the author James Leibold is a senior lecturer in Politics and Asian Studies at La Trobe University in Melbourne, Australia. Ted Gurr surveys the behavior of 275 politically active ethnic groups during the 1990s and pinpoints the factors that encourage the assertion of ethnic identities. Whereas his highly acclaimed 1993 book presented a disturbing picture of spreading ethnic violence, this volume documents a pronounced decline since the early 1990s--a decline attributable, in part at least, to many states abandoning strategies of assimilation and control in favor of policies of pluralism and accommodation. Nonetheless, Gurr identifies some ninety groups as being at significant risk of conflict and repression in the early 21st century. And he cautions that the emerging global regime of principles and strategies governing relations between communal groups and states is far from perfect or universally effective.

An international manual is like a world cruise: a once-in-a-lifetime experience. All the more reason to consider carefully whether it is necessary. This can hardly be the case if previous research in the selected field has already been the subject of an earlier review-or even several competing surveys. On the other hand, more thorough study is necessary if the intensity and scope of research are increasing without comprehensive assessments. That was the situation in Western societies when work began on this project in the summer of 1998. It was then, too, that the challenges emerged: any manual, espe cially an international one, is a very special type of text, which is anything but routine. It calls for a special effort: the "state of the art" has to be documented for selected subject areas, and its presentation made as compelling as possible. The editors were delighted, therefore, by the cooperation and commitment shown by the eighty-one contributors from ten countries who were recruited to write on the sixty-two different topics, by the con structive way in which any requests for changes were dealt with, and by the patient re sponse to our many queries. This volume is the result of a long process. It began with the first drafts outlining the structure of the work, which were submitted to various distinguished colleagues. Friedheim Neidhardt of Berlin, Gertrud Nunner-Winkler of Munich, and Roland Eckert of Trier, to name only a few, supplied valuable comments at this stage.
