"The thesis suggests that homeland security personnel lack a uniform method to make sound and defensible ethical decisions. Building on a foundation of classical ethical thought, it is established that ethics are essential to the work of homeland security. Philosophical underpinnings include virtue ethics, deontology, utilitarianism, decision-making practices, and values common to the homeland security enterprise. Real-world case studies were examined in an attempt to understand and demonstrate what can happen if ethics are neglected, considered incompletely or incorrectly, or thoughtfully applied. Case studies include the response to Hurricane Katrina, motivation and thought behind terrorism, and the discussion on torture. Examples of good ethics programs were analyzed, including the Canadian Defense Ethics Program and the Wildfire Fire Leadership Development Program. From this research, a conceptual framework for understanding was developed. The DRIVE framework (Duty, Respect, Integrity, Vision, Ends/Expected outcomes) is proposed to give homeland security personnel the tools necessary to evaluate a situation, make a decision, and review it retrospectively. The framework is easy to remember, flexible to allow for individual differences, yet comprehensive enough to encompass classical ethical thought, common values, and decision-making. The thesis recommends developing an ethics-training program for homeland security, using DRIVE as a foundation"--Abstract.

Throughout U.S. history, unethical practices by government officials have occurred. Unethical behavior by government officials undermines the public trust and confidence in our democratic form of government. In a recent survey of public administrators about their perceptions of ethics in government, over 60 percent of those who responded agreed that society "suffers from a moral numbness following a decade of government scandals." Corrupt and unethical practices have occurred in almost every level of U.S. Government, from the highest government officials to the lowest. Many of these unethical practices have been carried out by national security officials. Some examples that come immediately to mind include a President resigning because of unethical behavior; military enlisted men being found guilty of selling some of the nation's most precious secrets to foreign powers, not for ideological reasons but for money; Department of Defense civilian employees selling secrets to defense contractors; an Assistant Secretary of State allegedly not reporting, as required, known Israeli violations of defense trade controls to the Congress; and, a military officer serving in the Office of the National Security Advisor dealing in weapons. Updated as of May 29, 2018 The Department of Homeland Security (DHS), with the concurrence of the U.S. Office of Government Ethics (OGE), is finalizing this rule to supplement the OGE Standards of Ethical Conduct for Employees of the Executive Branch (OGE Standards) for DHS employees. These regulations supplement the OGE Standards and, among other things, set forth employee restrictions on the purchase of certain Government-owned property; require employees to report allegations of waste, fraud, and abuse; require employees to seek prior approval for certain outside employment and activities; prohibit employees in some DHS components from engaging in certain types of outside employment activities; and require designated components to develop instructions regarding the procedures for obtaining prior approval for outside employment and activities.
