Resumen: Este trabajo presenta las nuevas Tecnologias de la informacion y de la comunicacion (NTIC) como verdades herramientas que permiten ampliar y diversificar las actividades en el proceso educativo. En particular se muestra el software propietario, que puede potenciar inteligencias que en otros casos estarian restringidas. La primera parte plantea el problema y la necesidad de realizar un diagnostico en cuanto a la realidad actual de las herramientas utilizadas en las instituciones educativas de la ciudad, el uso y la utilidad que estas tienen en la labor que desarrollan. La segunda parte realiza, por medio de un trabajo de campo, un diagnostico de las herramientas informaticas que son usadas en una muestra significativa de las instituciones educativas de la ciudad. Y en la tercera parte se desarrolla una propuesta desde el punto de vista pedagogico y tecnologico para aprovechar las ventajas de aprendizaje y enseñanza que facilita el software libre y su filosofia. A manera de anexos se presenta una teorizacion sobre las Nuevas Tecnologia de la Informacion y de la comunicacion (NTIC), y su estado actual de utilizacion en nuestro pais. Luego se realiza un acercamiento a la gran cantidad de conceptos que se manejan en torno a la filosofia del software libre. Finalmente se realiza una exploracion desde el punto de vista de las leyes y normas al sistema educativo colombiano.
