This book explores the European Public Prosecutor’s Office (EPPO), the creation of which was approved in the Regulation adopted by the Justice and Home Affairs (JHA) Council on 12 October 2017. The EPPO will be an independent European prosecution office tasked with investigating and prosecuting those crimes defined in the recently adopted Regulation 2017/1371 on combating fraud against the Union’s financial interests by means of criminal law. As such, it will be a new actor on the EU landscape, governed by the principle of loyal cooperation with the national prosecuting authorities. This work clarifies some of the challenges that member states will have to face when dealing with a supranational prosecution authority. In addition, it provides guidelines on how to implement the present Regulation while respecting the fundamental rights of defendants in criminal proceedings. The book is of special interest in so far as the analysis and perspective of academics is completed with the contributions of legal experts who have either been involved in the negotiations to establish the European public prosecutor or will be closely linked, as public prosecutors, to the functioning of the future European public prosecutor’s office.

*Data sheets on quarantine pests for the European Union and for the European and Mediterranean Plant Protection Organization. This book is the result of collaboration between EPPO and CAB INTERNATIONAL, sponsored by the Commission of the European Union, to prepare data sheets on pests of plants of quarantine significance for Europe and the Mediterranean region. Coverage extends to insects, mites, fungi, bacteria, viruses, nematodes and parasitic plants. It includes organisms that are found outside Europe and the Mediterranean that present a risk to this region, as well as those that are present but have restricted distribution and are subject to phytosanitary controls. The format of the FAO model data sheet is followed, using standard headings: identity, hosts, geographical distribution, biology, detection and identification, means of movement and dispersal, pest significance (including economic impact, control and phytosanitary risk), phytosanitary measures, and bibliography. The first edition of this book was published in December 1992, and consisted of 188 data sheets, some covering groups of similar organisms. During the intervening four years, pests have been added to the EU and EPPO lists and changes have occurred in host range, geographical distribution, taxonomy and pest status of many of the organisms described. All data sheets have therefore been revised, some data sheets covering groups of similar organisms have been split up and 56 new sheets added, resulting in a total of 300 data sheets. The second edition will continue therefore to represent a definitive reference source, not only for those with specific interests in plant quarantine, but also for all concerned with pest management.

From their largely descriptive beginnings about a half century ago, studies on the ecology of small mammals have mushroomed in number, scope, content and complexity. Yet strangely, or perhaps not so strangely if one considers the extent and complexity of ecological interactions, the main problems for which the early workers sought answers still defy complete analysis, and basic hypotheses remain untested if not even untestable. The same holds true for so many branches of animal ecology that it seems to be the complexity of the concepts that frustrates efforts rather than the subject species. Like all branches of science, small mammal ecology has been subject to a series of fashionable approaches, one following another as tech nology penetrates previously impregnable regions. Doubtless the future development of our science will be punctuated by wave upon wave of new endeavour in whole fields that are perhaps even yet unidentified. Answers to the complex questions which ecologists ask do not come easily. Increasingly though, they arise in direct proportion to the efforts expended upon their elucidation. Many studies have achieved such a high level of elegance, in terms of manpower and apparatus, that there is a feeling that questions asked when such resources are unavailable are not worth asking. Nothing could be further from the truth. Many a complex model has failed fully to explain the phenomenon for which it was construc ted because of a lack of basic field data on the species' natural h~story.
