A crucial part of the Earth Observing System (EOS) is its Data and Information System (EOSDIS). The success of EOS depends not only on its instruments and science studies, but also on its ability to help scientists integrate data sets of geophysical and biological measurements taken by various instruments and investigators. NASA contractors have completed Phase B studies of EOSDIS, in particular its architecture, functionality, and user interfacing. At this point in time, it may seem impossible to exercise the EOSDIS or any of its components since they do not exist; i.e., if the EOSDIS is accepted as a totally new system, distinct from any existing DIS. However, if EOSDIS is seen as evolving from existing data systems, then some limited prototyping studies can be conducted by using currently functioning systems. In support of both the EOSDIS Science Advisory Panel and the EOSDIS Project, a prototyping activity was carried out by a cross section of interdisciplinary scientists. That prototyping activity is summarized and some conclusions are drawn that can be used by NASA-Goddard to evaluate and modify the specifications soon to be released in an RFP to build EOSDIS. Pursuant to a congressional request, GAO reviewed the National Aeronautics and Space Administration's (NASA) Earth Observing System (EOS) Data Information System (EOSDIS), focusing on EOSDIS estimated funding requirements. GAO found that: (1) EOS program costs will total $8.3 billion through fiscal year (FY) 2000; (2) the EOSDIS Core System contract is expected to cost $826 million through FY 2003; (3) about one-third of EOS costs will go to EOSDIS, which will operate EOS satellites and instruments, provide ground acquisition, processing, storage, management, and distribution of EOS data, and make the enormous quantity of data accessible to as many as 10,000 scientists and other users; and (4) NASA has developed an interim system to make current earth science data from disparate systems available to users.

The Earth Observing System (EOS) is an integral part of the National Aeronautics and Space Administration's (NASA's) Earth Science Enterprise (ESE). ESE is a long-term global change research program designed to improve our understanding of the Earth's interrelated processes involving the atmosphere, oceans, land surfaces, and polar regions. Data from EOS instruments and other Earth science measurement systems are useful in understanding the causes and processes of global climate change and the consequences of human activities. The EOS Data and Information System (EOSDIS) provides a structure for data management and user services for products derived from EOS satellite instruments and other NASA Earth science data. Within the EOSDIS framework, the Distributed Active Archive Centers (DAACs) have been established to provide expertise in one or more Earth science disciplines. The DAACs and cooperating data centers provide data and information services to support the global change research community. Much of the development of the DAACs has been in anticipation of the enormous amount of data expected from EOS instruments to be launched within the next two decades. Terra, the EOS flagship launched in December 1999, is the first of a series of EOS satellites to carry several instruments with multispectral capabilities. Some data products from these instruments are now available from several of the DAACs.
