Enlargement will change the nature of the European Union, but how will it affect international affairs? The EU and its member states command significant economic resources and have launched a Common Foreign and Security Policy. Introduction For many centuries Europe was torn by the antagonism of power. During the world wars a united Europe seemed like an inconceivable illusion. But utopia became reality. Now, 15 years after the fall of the Berliner wall Eastern countries are joining the European Union. The EU enlargement on 1 May could be the beginning of a modern fairy tale. On this day the European Union opened its doors to another 75 million people from the 10 new member states of southern Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia. Never before in its long history has Europe been more united than nowadays. (Warren, 2004) With a total population of approximately 450 million people the EU has created the world`s largest single market which will have a enormous impact on the world market as well as on the markets of the old member states. (MDR, 2004) The EU enlargement obviously impacts the established political order of the EU, however it is now - despite doubtlessly existent risks - broadly seen as a great chance in a political, economical and also very much in a cultural way. There has been a big discussion involving all different levels of society and politics about where this is going - and where it will all end. (Wallendorf, 2004) This work will focus on Germany as an old member of the European Union and examine the extent to which the benefits of the 2004 enlargement outweigh the disadvantages. Due to the word limitation the major issues will be mentioned but the attention will focus more on the implication for the German economy, although the issues sometimes interact each other it is not always possible to separate them. In this new edition, the progress made in the last decade to solve the environmental problems described in the first edition is assessed. The attempts to bring environmental legislation into line with West European norms is also described. Environmental Problems of East-Central Europe looks at air and water pollution, modern farming, water supplies, waste management and landscape protection. These topics are placed within economic, social and political profiles, as spending on a clean environment must be reconciled with welfare spending and the safeguarding of jobs, European Union assistance, civil society and the work of environmental NGOs are also discussed. All of these matters are considered within the context of the wider geographical area and then by each individual country, including the previously communist states lying to the west of the Soviet Union (now with the former federal states of Czechoslovakia and Yugoslavia broken up into seven different entities) and a review of the former Soviet Union with particular reference to the Baltic States. Environmental Problems in East-Central Europe provides a wealth of up-to-date reference material, with a vast amount of supporting literature on environmental conditions and the functioning of civil society and a map of each country. The environment is being taken seriously by them all, such is the influence of the Rio sustainability agenda in general and the EU environmental 'acquis' in particular. The book reveals that Eastern Europe is not a blighted area, but in some respects has a higher biodiversity than Western Europe. Although there is enormous waste and inefficiency in energy use, people actually consume relatively little and the East therefore has some lessons for the West in terms of managing on the bases of 'fair share' of the earth's resources.
