The United States Air Force (USAF) operates the Aerospace Data Facility (ADF) at Buckley Air National Guard Base (ANGB), located in Aurora, Colorado. USAF proposes to modify the ADF to provide additional secure, permanent office and computer operations space. Modification is needed to provide response capability to USAF directives requiring the expansion of ADF's mission and to provide permanent work space for staff currently located in temporary trailers. ADF is a space tracking and data processing center completely contained within the perimeter fence of Buckley ANGB and located approximately 12 miles east of Denver, Colorado. Main features of the ADF include an operations building (Building 401), radomes housing receiving antennae, a chiller plant, a power plant housing emergency power diesel generators, temporary office trailers, warehouses and other storage facilities, and a recreation complex. USAF is proposing to add approximately 150,000 square feet to Building 401. This expansion would provide permanent office space for approximately 500 employees, currently located in trailers adjacent to Building 401, and additional computer operations space. Utility modifications proposed to support the addition include adding two 2,500- kilowatt emergency generators to the existing power plant; two 1,000-ton-capacity chillers to the existing chiller plant; tree cooling tower cells adjacent to existing cooling towers; and miscellaneous additions and modifications to integrate additions with existing facilities. Construction, scheduled to begin in late spring 1993, would last approximately 18 months. Cost for the Proposed Action has been estimated at $40,000,000.

Pursuant to the National Environmental Policy Act, the Council on Environmental Quality regulations implementing the Act (40 CFR 1500-1508), Department of Defense (DOD) Directive 6050.1, DOD Instruction 5000.2, and Air Force Instruction 32-7061, which implements these regulations in the Environmental Impact Analysis Process (EIAP), Air Force Regulation 19-9 regarding interagency coordination, and other applicable federal and local regulations, the United States Air Force has conducted an assessment of the potential environmental consequences of the processing for launch of six Defense Satellite Communications System III (DSCS III) satellites with Integrated Apogee Boost System (IABS). The no action alternative was also considered. This Finding of No Significant Impact (FONSI) summarizes the results of the evaluation. Proposed Action and Alternatives: The Air Force proposes to process six DSCS 111/IABS satellites for launch at Cape Canaveral Air Station (AS), Florida, during the time frame from 1995 through 2003. The satellites will be operated on-orbit for approximately 10 years until their end of life. The no-action alternative would be continued reliance on the existing on-orbit DSCS satellites with no replenishment until the operational life of the existing satellites is ended. Anticipated Environmental Effects: The environmental assessment evaluated the environmental impacts of the satellite system with regard to transportation, processing, operation, and disposal. Impacts associated with the launch vehicle have been previously assessed in an environ- mental assessment dated February 1989 for the Medium Launch Vehicle II progrnm that resulted in a FONSI.

The Albuquerque Aviation Department proposes to lease approximately 70 acres of Air Force property at Kirtland Air Force Base (KAFB), New Mexico to make improvements to the Albuquerque International Airport (AIA). The proposed improvements consist of reconstructing and extending Taxiway E and constructing a new taxiway, AA. An existing taxiway, A, will be removed and reconstructed upon completion of Taxiway E. Lighting and drainage improvements which comply with Federal Aviation Administration (FAA) standards are part of the proposed project. The AIA is a joint-use facility owned by the City of Albuquerque that serves KAFB and commercial carriers. This Environmental Assessment (EA) will be used by the Air Force to decide whether to grant a 20-year lease to the AIA for widening and extending taxiways onto Air Force property. This EA describes and evaluates the potential environmental impacts associated with the construction and operations of Taxiways A, AA, and E on Air Force land use, aircraft operations, and environmental components (Air quality, noise, water resources, biological resources, cultural resources, socioeconomics, transportation, environmental management). This EA also identifies and evaluates impact associated with relocating Base Operations at each of four alternative sites.
