The proposed action involves closure of Kincheloe AFB MI. Present strength of Kincheloe AFB is 2698 military and 467 civilian positions. These positions would be elimiated, except for the required increase noted below for Ellsworth AFB SD and K.I. Sawyer AFB MI. The sixteen B-52H aircraft at Kincheloe AFB will be relocated, fourteen to Ellsworth AFB and two to K.I. Sawyer AFB. Personnel reassignments commensurate with aircraft relocation will be increases in military authorizations of 190 at Ellsworth AFB and 112 at K.I. Sawyer AFB. Alternative 1 involves closure of Wurtsmith AFB MI. Present strength of Wurtsmith AFB is 2504 military and 419 civilian positions. These positions would be eliminated except for the required increases noted below for Ellsworth AFB SD and K.I. Sawyer AFB MI. The sixteen B-52H aircraft at Wurtsmith AFB will be relocated, fourteen to Ellsworth AFB and two to K.I. Sawyer AFB. The imperative need to manage the resources of the Air Force with less while maintaining the combat capability of its forces has led to a renewed review of all base operating functions, activities and installations. The Congress has also recognized this need and has mandated reductions in headquarters and support manpower. In this regard, the USAF has determined that the following candidate action would reduce excess capability and result in substantial resource savings without detriment to combat capability, and that this candidate action merits detailed study. The action is to: inactivate the 449th Bombardment Wing and its supporting organizations, close Kincheloe AFB MI by end of FY 77 and declare the base excess to Air Force requirements. The 16 B-52H aircraft would be relocated, 14 to Ellsworth AFB SD and 2 to K.I. Sawyer AFB MI. The 16 KC-135 aircraft assigned to Kincheloe AFB would be relocated and transferred to the Air Reserve Forces. The FY 4/77 Kincheloe manpower authorizations of approximately 2700 military and 750 civilian positions would be eliminated.

Book Description
The proposed action involves reducing Loring AFB ME from its present strength to the level of a forward operating base. This reduction includes inactivation of the 42d Bombardment Wing and its supporting operational and maintenance squadrons. The fourteen B-52G aircraft at Loring AFB would be relocated to other bases at the rate of 1 or 2 per base. The thirty KC-135 aircraft at Loring AFB would be transferred to the Air Force Reserve. Special mission requirements including the 4000th Aerospace Application Group and the 49th Fighter Interceptor Squadron detachment (2 - F106 aircraft) would remain at Loring AFB. A strategic squadron would be activated to maintain the base as a forward operating location. Current manpower authorization at Loring AFB is 3328 military and 656 civilian positions. The proposed action would eliminate 2750 military and 465 civilian positions leaving a residual manpower of 578 military and 191 civilian positions based on maximum reliance on contractual services for base operating support. Flying operations for B-52G and KC-135 aircraft would be reduced from 354 B-52G and 671 KC-135A takeoffs, landings and go-rounds per month to zero and 25, respectively. The approximate 64 takeoffs, landings, and go-rounds per month for F-106 aircraft would be unchanged.
