The Air Force has adopted a compliance program that identifies problems before they are cited as violations by the U.S. Environmental Protection Agency (USEPA). Beginning in 1984, the U.S. Army Construction Engineering Research Laboratories (USACERL), in cooperation with the Air Force Engineering and Services Center, began research on the Environmental Compliance Assessment and Management Program (ECAMP). The concept was to combine Federal, Department of Defense (DOD), and Air Force environmental regulations with good management practices and risk management issues into a series of checklists that show legal requirements and which specific items or operations to review. Each assessment protocol lists a point of contact to help assessors review the checklists as effectively as possible. The Worldwide Environmental Compliance Assessment and Management Program (ECAMP) is based on the Overseas Environmental Baseline Guidance Document (OEBGD), published by the DOD in October 1992. Worldwide ECAMP includes pertinent information from Air Force Instructions, DOD Directives and Instructions, and cited good management practices. The manual is updated continually to address new laws and regulations.

Beginning in 1984, the U.S. Army Construction Engineering Research Laboratories (USACERL), in cooperation with the U.S. Air Force, began the research that led to the publication of the Environmental Compliance Assessment and Management Program (ECAMP). In Fiscal Year 1994, the U.S. Air Force became a participant in the efforts to create a single compliance assessment manual for use by all members of the DOD. The resultant manual is The Environmental Assessment and Management (TEAM) Guide. To examine Air Force Instructions (AFIs), Air Force Manuals (AFMs), and Air Force Policies (AFPs), the ECAMP supplement was developed to use in conjunction with the TEAM Guide. This guide supersedes USACERL Special Report 96/17 of January 1996.

Additionally, Worldwide ECAMP includes pertinent information from Air Force Regulations, DOD Directives and Instructions, and cited good management practices for an overall environmental review. The Turkey manual supplements Worldwide ECAMP using existing Turkish laws and regulations, and suggested management practices. The program was tested at Incirlik and Pirinclik Air Force Bases, Turkey in May 1993.

Worldwide ECAMP includes pertinent information from Air Force regulations (AFRs) and instructions (AFIs), DOD directives and instructions, and management practices (MPs). This manual is intended for use in host nations with no final governing standards. The United Kingdom (UK) manual was developed using the same principles as those for Worldwide ECAMP. It is based on the final governing standards for the UK (FGS-UK), published in 1994, which sets the minimum standards for DOD installations in the UK. This ECAMP manual is based on the FGS-UK and pertinent AFRs, AFIs, DOD directives and instructions, and MPs.
