The Department of the Navy has prepared this Programmatic Environmental Assessment in accordance with the National Environmental Policy Act (NEPA), as implemented by the Council on Environmental Quality regulations and Navy regulations for implementing NEPA. The Proposed Action is to train personnel in the skills necessary to ensure United States ports remain free of mine threats. Civilian Port Defense training activities routinely occur every year utilizing naval forces with expertise in mine warfare, typically alternating between the East and West Coasts of the United States. Civilian Port Defense training activities would occur on the West Coast of the United States in 2020, and typically in every other subsequent year, at any of nine possible locations identified by the Surface and Mine Warfighting Development Center and described in Alternatives 1 through 10. Each training event takes place over multiple weeks utilizing a variety of assets and scenarios. This Programmatic Environmental Assessment will serve as the foundational environmental planning document to support Civilian Port Defense West Coast training activities in ports not typically covered by other Navy at-sea documentation. When training locations are identified, the Navy will complete decision documents or supplemental environmental planning as required under NEPA prior to implementing any of the Proposed Action Alternatives. This Programmatic Environmental Assessment evaluates the potential environmental impacts associated with the ten Proposed Action Alternatives and the No Action Alternative to the following resource areas: physical habitat resources (including air quality, benthic habitat, and ambient noise), biological resources, and cultural and socioeconomic resources.
