This document considers the environmental consequences of alternative actions to continue to reduce California sea lion predation on salmonids listed as threatened and endangered under the ESA below Bonneville Dam as detailed in the states’ January 27, 2016, application. The analysis will inform NMFS’ decision-making to either approve or deny the states of Idaho, Oregon, and Washington (states) to lethally kill California sea lions by intentional means in accordance with section 120 of the Marine Mammal Protection Act (MMPA).
