Southwestern Arizona is being considered as a possible basing area for the Small Intercontinental Ballistic Missile (ICBM) under several different alternatives. Yuma Proving Ground and Luke Air Force Range are Candidate Deployment Installations for the Hard Mobile Launcher in Random Movement basing mode, with support functions to be provided at either Gila Bend Air Force Auxiliary Field or Yuma Proving Ground. Gila Bend Air Force Auxiliary Field and Yuma Proving Ground are also under consideration as separate alternatives for basing of missiles in the Hard Silo in Patterned Array mode. If Yuma Proving Ground is selected as a support base for the Hard Silo alternative, some silos may actually be located in a small adjoining portion of southeastern California. The discussions that follow provide an overview of the regional environmental issue areas that are under consideration for southwestern Arizona using, as an example, the case where Gila Bend Air Force Auxiliary Field would serve as the support base.

Six different deployment areas are under consideration for each of the three basing modes. The areas under consideration for the Hard Mobile Launcher in Random Movement are located in Arizona, California, Florida, Nevada, New Mexico/Texas, and Washington; those for the Hard Mobile Launcher at Minuteman Facilities are situated in Missouri, Montana, North Dakota (two areas), South Dakota, and Wyoming/Nebraska/Colorado; and the areas for the Hard Silo in patterned Array are located in Arizona (three areas), California, New Mexico/Texas, and Wyoming. The number of missiles that have been analyzed in any given area ranges from 50 to 250. The total force to be eventually deployed could range from 250 to 1,000 missiles. The direct employment in any given area during the year of peak-construction activities could range from approximately 2,100 workers to more than 5,000, depending on the basing mode selected and the number of missiles deployed in the area. Potential project-induced environmental impacts in each area and for each basing mode are identified in the LEIS by the following categories: socio-economics, utilities, transportation, land use, cultural and paleontological resources, biological resources and threatened and endangered species, air quality and noise, water resources, and geology and soils.

Soviet missile developments are making our land-based intercontinental ballistic missiles (ICBMs) increasingly vulnerable. To improve deterrence against hostile actions against the United States, the U.S. Air Force proposes to deploy 200 mobile M-X missiles in a survivable multiple protective shelter (MPS) basing mode. The system will include two operating bases, 4,600 shelters, approximately 8,500 miles of roads, and related support facilities, operated and maintained by about 13,000 people. The first 10 missiles are to be operational by mid-1986, and the system is to be fully operational by the end of 1989. Major decisions to be made are selection of a deployment area or areas and two operating base locations from areas identified as suitable in Nevada, Utah, Texas, and New Mexico. Land withdrawal/acquisition could begin in 1981 and construction of initial facilities in 1982. (Author).
