The introduction of the single currency in the European economic space constitutes without doubt the most visible step towards monetary and economic integration in the EU. Those who boosted the birth of the Common Market in 1957 dreamt that this would one day come about as a logical consequence of the integration process. However, things have gone much more slowly than possibly imagined, although if taken in an adequate historic perspective, it is undeniable that the agreements that have led to European Monetary Union signify a really formidable jump in the process of political and economic integration in Europe. This is something many doubted would ever happen, but which is already a reality, although still in need of a period of consolidation. The most general economic consequences of the EMU have already been analysed in considerable depth. Proof of this is the literature already available. In general, there is coincidence in affirming that the balance of the results expected is clearly positive. We examine economic convergence among euro area countries on multiple dimensions. While there was nominal convergence of inflation and interest rates, real convergence of per capita income levels has not occurred among the original euro area members since the advent of the common currency. Income convergence stagnated in the early years of the common currency and has reversed in the wake of the global economic crisis. New euro area members, in contrast, have seen real income convergence. Business cycles became more synchronized, but the amplitude of those cycles diverged. Financial cycles showed a similar pattern: sychronizing more over time, but with divergent amplitudes. Income convergence requires reforms boosting productivity growth in lagging countries, while cyclical and financial convergence can be enhanced by measures to improve national and euro area fiscal policies, together with steps to deepen the single market.

The last twenty years have seen an increase in European integration and the emergence of the technological revolution. Although tighter integration coupled with technological innovation should facilitate cross-regional convergence, some European regions have managed to jump ahead while others have been left behind. This book examines the regional characteristics that favour growth and analyses the relevance of innovation, socio-economic and structural factors in shaping regional economic disparities. In this book, particular attention is devoted to the EU enlargement towards the East, to its consequences on Europe’s traditional North-South divide, and to the increasing regional disparities in new member states after the transition. Recent efforts by the United States and its allies to promote democracy, security, and stability in the Middle East owe much to the Euro-Mediterranean Partnership (EMP) – also known as the Barcelona Process – an important region-building plan in the Mediterranean region since 1995. The Convergence of Civilizations represents the output of an innovative and much needed collaborative project focused on the EMP. Editors Emanuel Adler, Beverly Crawford, Federica Bicchi, and Rafaella A. Del Sarto have set out to show that regional security and stability may be achieved through a cultural approach based on the concept of regional identity construction, and aim to take stock of the EMP in relation to this goal. The contributors to this collection focus on the obstacles Mediterranean region construction faces due to post 9/11 regional and global events, the difficulties of the Israeli-Palestinian peace process, tensions between the EU and the US over Iraq, and the expected consequences of EU enlargement. They also seek to bring the EMP and region-making practices to the attention of American scholars in order to promote a more fertile academic exchange. Ultimately, the contributors demonstrate that the EMP and related region-making practices, while failing so far to promote the development of a Mediterranean regional identity and to achieve regional stability, suggest nonetheless a viable model for regional partnership and cooperation, and thus, for preventing a 'clash of civilizations' in the long haul. This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.
