Vietnam has made remarkable economic progress over the past 30 years; however, growth was supported by increasing reliance on coal-based energy. The energy sector would continue the expansion of coal-based energy with the significant increase in the installed capacity of coal power plants under previous plans. Vietnam has committed to achieving net-zero emissions by 2050 and gradually phasing out the use of coal for power generation. Selecting lower carbon pathways for the future growth of the energy sector requires the study of interdependencies of the power system through a robust analytical approach. The choice of decarbonization scenario should be based on a careful review of implications and opportunities at the sector level as well as more broadly at the level of the economy. Energy sector decarbonization would require the development of 'just transition' oriented policies and regulations to support the people, communities, and businesses. Bringing together a large set of data and building on two years of consultations in Vietnam with Government counterparts, research organizations, state-owned enterprises, private sector and Vietnam international development partners, the report formulates two scenarios to explore and analyze Vietnam's options up to the year 2030: a business as usual and a low carbon development scenario. Based on a thorough data modeling effort for the key carbon emitting sectors of Vietnam, the report also provides some policy guidance for the Government’s consideration. This report is also unique as it brings together and presents data on multiple sectors of Vietnam's economy, making this information available for future reference. This effort is the result of two years of collaboration with the Government of Vietnam as part of the Vietnam Low Carbon Options Assessment technical assistance. The rapid growth of Vietnam's economy, industry, and consumption has resulted in unprecedented growth in energy demand, and its infrastructure for extracting, generating, and distributing energy is expanding to try to meet those needs. Between 2000 and 2005, total primary energy consumption in Vietnam grew 10.6 percent per year. Growth in fossil-fuel consumption was correspondingly high, with coal use growing at 14.9 percent per year, oil use at 8.2 percent per year, and natural gas use at 37 percent per year. From 2002 to 2030, Vietnam's primary energy demand is expected to grow at a rate of 4.4 percent, increasing from 42 megatons oil equivalent (MTOE) in 2002 to 142 MTOE in 2030. This note will focus on Vietnam's potential Greenhouse gas (GHG) emission reductions and possible interventions associated with resource extraction and power generation for grid electricity. Emissions from power generation in industry and transport are covered under the respective sector notes, and reduction of greenhouse gases through management of end-use demand is covered in the context of industry (as the largest energy user) in the industry sector note.

Vietnam has experienced rapid economic growth over the past few decades, as well as growing environmental pressures. The country is therefore pursuing strategies for green transformations, which are the processes of restructuring to bring economies and societies within the planetary boundaries. This article addresses the opportunities, barriers, and trade-offs for green transformations in Vietnam's energy sector and examines them from an energy justice perspective. The article draws on in-depths expert interviews with representatives from government agencies, private firms, academic institutions, and multilateral institutions in Vietnam. The article finds that Vietnam is undergoing efforts to move away from business as usual by promoting renewable energy and energy efficiency, as well as aligning energy and climate plans with national development priorities such as energy security and economic growth. Yet there is a need for more coordinated, integrated approaches and policies that span across the 3 areas that address green transformations in Vietnam: green growth, sustainable development, and climate change. Finally, although key actors seem to be aware and may be critical of major trade-offs such as land grabs for energy projects, the impacts on affected people need to be better understood and mitigated.

Viet Nam envisions a completely competitive power sector in the long term, including full wholesale and retail competition. To attain this goal, it unbundled its power sector's monopoly structure and instituted institutional, regulatory, and pricing reforms. Although considerable progress has been made, implementation has not been expeditious, with the government still retaining a strong vested ownership and management interest in the power sector. Further restructuring is needed to ensure complete independence of the system players and to attain pricing transparency. In this country report, the Asian Development Bank assesses Viet Nam's experience in reforming its power sector for insights that other Asian developing economies could find useful when pursuing their own power sector planning and policy and strategy formulation.

Viet Nam has had rapid economic growth in recent years, but this growth has been energy-dependent, even as the energy system has become more carbon intensive. This study uses a bottom-up model to evaluate 63 measures to reduce greenhouse gas emissions from household electricity, industry, power generation, and transport. It finds potential for emissions reduction by 53% in 2050, and that much of this reduction can occur at low or negative financial costs. Moreover, these measures are found to ultimately lead to faster and more inclusive economy-wide growth. Policy measures are identified to help realize the modeled potential.

This report discusses the energy sector in Vietnam. The central task for the energy sector is to meet demands for electricity in sufficient quantity and of an acceptable quality, in as commercially and financially efficient a way as possible. Several issues arise if this task is to be accomplished in the short and medium term. They are: optimizing power investments; financing the investments that must be made; implementing the reforms in the power industry and restructuring EVN; improving access and service quality; and addressing shortcomings in pricing and tariffs. This study discusses the first of these issues, though inevitably there is some overlap. The study has four specific objectives: (1) to inform decisions about technology choices; (2) to inform decisions on energy and energy sector policy; (3) to inform the energy sector planning process; and (4) to inform the internal discussion within the Bank on how Vietnam's energy sector development can be assisted.

This dissertation proposes ways for transitioning to sustainable electricity development Vietnam. The concept is created through the integration of interconnectedness between the five pillars which contribute to the low carbon development of a country, including: energy use, low carbon technologies, renewable and clean energies, institutional structure, and socio-environmental issues. The main research question in this study is: How to take advantage of available and suitable options in the electricity sector which could significantly contribute to the low carbon economy of Vietnam and their main constraints and possibilities? We examine and simulate green options for the sector up to 2040: increase energy efficiency (imported fuel based power capacity reduces from 60 percent to 39 percent of the total power capacity; lower investment in new capacity; lower local pollution costs; lower C02 emissions; and lower expenditures on imported fuels), more electricity generation from biomass (a reduction of 3 percent of total C02 emissions by full development of bio-electricity during 2015 - 2040), promote carbon capture & storage technologie (the most important factors : financial incentives and climate policy; a new coal power plant can get more economic benefits if it integrates capture readiness systems (CR) from the beginning), make institutional change, and internalize external costs in the power sector. With greener scenarios simulated by the energ modeling tool LEAP (Long-range Energy Alternatives Planning), this study suggests that the evolution of Vietnam's electricity sector would be toward to a low carbon future in decades to come.
