For the first time, the Department of Defense (DoD) is publishing a strategy to transform the way the Department consumes energy in military operations. The mission of the ASD(OEPP) is to promote the energy security of military operations through guidance for and oversight of Departmental activities and investments. The DoD Operational Energy Strategy sets the overall direction for operational energy security for the Office of the Secretary of Defense (OSD), Combatant Commands, Defense Agencies, and Military Departments/Services (hereinafter 'DoD Components'). Within 90 days of the publication of this strategy, the Department will release an implementation plan, which will include specific targets and timelines for achieving this strategy in the near-, mid-, and long-term. Annual updates to the strategy and implementation plan will include specific performance metrics. Together, these documents will form the basis of the ASD(OEPP)'s annual certification of Departmental budgets, as required by law. Energy security is critical to national security. As described in the 2010 Quadrennial Defense Review (QDR), energy security for the DoD means having assured access to reliable supplies of energy and the ability to protect and deliver sufficient energy to meet operational needs. The Department's energy portfolio includes the energy used at military installations in the United States and overseas as well as the energy used by military forces in execution of their day-to-day missions. This strategy focuses on the latter.

In this paper we review some of the landscape of research and development on power and energy as it pertains to the needs of the Army warfighter. We focus on the battlefield and consider questions related to vehicles, dismounted soldiers, and forward operating bases. The literature in the overall field of energy research is immense; we make no attempt to review all these reports but rather have looked at a few selected studies that focus on the military challenges. The context of the study is twofold: the National need to reduce the use of petroleum-based fuels and the Army's need to reduce the logistical burden and hazards of moving said fuels on the battlefield. The conflicts in Iraq and Afghanistan have highlighted the danger inherent in transporting supplies over terrain that is difficult to render safe from terrorist raids and hidden explosives. The Army seeks to reduce this dependence by improving the fuel efficiency for uses that cannot now be entirely supplied by alternatives. These efforts will also provide the opportunity to save a great deal of money and reduce the number of personnel in the logistics chain. Needless to say, there will still be convoys carrying other supplies to forward bases. However, any reduction in the amount of supplies convoyed will be desirable.

The U.S. military does not believe its soldiers, sailors, airmen, and marines should be engaged in combat with adversaries on a "level playing field." Our combat individuals enter engagements to win. To that end, the United States has used its technical prowess and industrial capability to develop decisive weapons that overmatch those of potential enemies. In its current engagement-what has been identified as an "era of persistent conflict"- the nation's most important weapon is the dismounted soldier operating in small units. Today's soldier must be prepared to contend with both regular and irregular adversaries. Results in Iraq and Afghanistan show that, while the U.S. soldier is a formidable fighter, the contemporary suite of equipment and support does not afford the same high degree of overmatch capability exhibited by large weapons platforms-yet it is the soldier who ultimately will play the decisive role in restoring stability. Making the Soldier Decisive on Future Battlefields establishes the technical requirements for overmatch capability for dismounted soldiers operating individually or in small units.
