A NATO Advanced Study Institute on "Demand-Side Management and Electricity End-Use Efficiency" was held in order to present and to discuss some of the most recent developments in demand-side electric power management and planning methodologies as well as research progress in relevant end-use technologies. Electricity is assuming an increasingly important role in buildings and industry, due to its flexibility, efficiency of conversion and cleanliness at the point of use. However the production and transmission of electricity requires huge investments and may have undesirable environmental impacts. The recent nuclear accident in Chernobyl and the damage caused by acid precipitation are creating increasing concerns about the impacts of power plants. Some environmental problems are local or regional, others such as global warming can affect the whole world. Although environmental impacts may be minimized with additional investments, electricity generation will become even more capital intensive. Energy, and electricity in particular, is not directly consumed by people. To achieve improved standards of living, what is important is. the level of production of goods and services. If it is possible to produce the same quantity of goods and services with less electricity and in a cost-effective way, substantial benefits can be gained. By reducing costs, electricity efficiency can raise the standards of living and increase the competitiveness of an economy. Electricity efficiency also leads to reduced requirements in power plant operation, thus leading to reduced consumption of primary energy supplies and a higher quality environment.

This paper estimates the economically achievable potential for improving electricity end-use efficiency in the USA from a sample of policies. The approach involves identifying a series of energy efficiency policies tackling market failures and then examining their impacts and cost-effectiveness using Georgia Institute of Technology's version of the National Energy Modeling System. By estimating the policy-driven electricity savings and the associated levelized costs, a policy supply curve for electricity efficiency is produced. Each policy is evaluated individually and in an integrated policy scenario to examine policy dynamics. The integrated policy scenario demonstrates significant achievable potential: 261 TWh (6.5 %) of electricity savings in 2020 and 457 TWh (10.2 %) in 2035. All 11 policies examined were estimated to have lower levelized costs than the average electricity retail price. Levelized costs range from 0.5 to 8.1 cents/kWh, with the regulatory and information policies tending to be most cost-effective. Policy impacts on the power sector, carbon dioxide emissions, and energy intensity are also estimated to be significant.

In its August meeting in Geneva, the Energy and Industry Subcommittee (EIS) of the Policy Response Panel of the Intergovernmental Panel on Climate Change (IPCC) identified a series of reports to be produced. One of these reports was to be a synthesis of available information on global electricity end-use efficiency, with emphasis on developing nations. The report will be reviewed by the IPCC and approved prior to the UN Conference on Environment and Development (UNCED), Brazil, June 1992. A draft outline for the report was submitted for review at the November 1991 meeting of the EIS. This outline, which was accepted by the EIS, identified three main topics to be addressed in the report: status of available technologies for increasing electricity end-use efficiency; review of factors currently limiting application of end-use efficiency technologies; and review of policies available to increase electricity end-use efficiency. The United States delegation to the EIS agreed to make arrangements for the writing of the report.

The reduction of energy consumption through improvements in energy efficiency has become an important goal for all countries, in order to improve the efficiency of the economy, to increase energy supply security, and to reduce the emissions of CO and other pollutants caused by power· generation. 2 Electric motors use over half of all electricity consumed in developed countries. Typically 60-80% of the electricity which is used in the industrial sector and about 35% of the electricity used in the commercial sector in the European Union is consumed by motors. In industry, a motor consumes an annual quantity of electricity which corresponds to approximately 5 times its purchase price, throughout its whole life of aroun~ 12 to 20 years. Motors are by far the most important type of electric load. They are used in all sectors and in a wide range of applications, namely the following: fans, compressors, pumps, mills, winders, elevators, transports, home appliances, and office equipment, etc. It is their wide use that makes motor drive systems one of the main targets to achieve significant energy savings. As motors are the largest USers of electrical energy, even small efficiency improvements will produce very large energy savings.
