The Arizona Department of Transportation's (ADOT's) ability to manage a cost-effective construction program delivery and be accountable to policy-makers and customers regarding the cost and timeliness of highway projects is at risk. The following is ADOT's current situation: There is little consistency in project management; ADOT is not actively managing and controlling budget and scope; The organization does not hold itself and managers accountable for scope, budget, and quality; ADOT's process, tools, and procedures do not enable the most effective use of human and other resources; and There will be continued impacts to ADOT's organizational capacity and health. The following are the desired outcomes from improving ADOT's project management process: (a) ADOT will be able to manage construction program delivery against scope, schedule, budget, and quality objectives on a department-wide basis at the program and project levels; (b) ADOT will hold itself accountable for delivering the program vs. scope, schedule, budget, and quality objectives; (c) The strategic importance of project management will be emphasized by ADOT management; (d) ADOT will increase its project focus to establish a project management culture; (e) The importance and role of project managers and the project management discipline will be elevated; (f) A consistent process at the project level will be established. In this way, more discipline and predictability will be brought to the process. This will strengthen ADOT's ability to manage overall program delivery; and (g) Scopes will be set and budgets managed at the project level. The role and authority of project managers will be strengthened to accomplish these objectives. The decision-making will be proactive, recognizing that in project delivery scope, schedule, and budget decisions impact each other.

Scoping is the process of developing a project's objectives, need, preliminary cost estimate, and preliminary schedule based on a recognized need that the project is intended to address. This study (INDOT/JTRP SPR 3944) was launched by the Indiana Department of Transportation (INDOT)/Joint Transportation Program (JTRP) to develop a synthesis of scoping processes in different State Highway Agencies (SHA). The study was conducted using a qualitative exploratory approach focusing on the review of project scoping practices across different SHAs. Focused interviews with personnel from State Highway Agencies (SHA) along with the review of documents gathered during the literature search and resources provided by SHAs were the avenues used for data collection in the study.The study focused on eleven themes for the assessment of project scoping procedures: (1) primary entity with responsibility for scoping projects, (2) timeline for scoping activities, (3) functional groups within the State Highway Agency involved in scoping, (4) cost estimation procedures, (5) application of Context Sensitive Solutions (CSS), (6) addressing maintenance needs, (7) methods of assessing scope creep, (8) tracking the quality and effectiveness of scoping processes, (9) environmental consideration in scoping processes, (10) data collection and data sharing, and (11) scoping practices which have evolved/benefited the State Highway Agency. The report presents key findings of the study and provides suggestions for further investigation by INDOT.

Time delays and cost overruns in construction projects are generally due to factors such as inappropriate planning, design errors, unexpected site conditions, inadvisable tools selection, change scope, weather conditions, lack of resources, and other project changes. Time delays and cost overruns are of concern to most project managers, owners, and governments. These elements of time and cost are two of the critical defects that impact the construction project delivery. These defects can lead to project failures and to various negative issues like increasing in disagreements among the project team, the contractor, suppliers, and the owner. State Departments of Transportation (DOTs) in the U.S. continue to spend heavily on roads, highways, and bridges construction, as well as development, maintenance, and expansion. This continued financial commitment reflects decades of commitment to improve the transportation service for safer and better use by the general public. Despite the notable efforts from most of the states to develop the transportation infrastructure, budget restrictions and lack of funds are some of the major challenges faced by DOTs. Highway and bridge infrastructure has a high potential growth in the U.S. construction market. Well-organized highway and bridge project investment decision-making becomes increasingly crucial in the transportation sector. In this research, transportation is specified to highway and bridge projects, and it focused on high-profile projects. All states are working with their state transportation plan, listing the projects based on each state priorities and population growth. Proper planning leads to the right decision regarding selecting the best alternative within budget, and it must reflect certain core principles, including a comprehensive analysis. To facilitate such a decision process, decision makers need a trusted decision model that considers all important options and impacts. By using a decision model, decision-making will not be subjectively influenced to favor one option or group. The decision model becomes the primary tool for selecting the best option, based on its structure levels, perspectives, sub-criteria, and experts’ input. Recently, there is an apparent need for a decision model to help DOTs evaluating their options. Effective project delivery assessment tools, techniques, or practices are strongly needed to improve transportation construction projects’ performance. The research objective is to develop a comprehensive decision model that can be used by project managers and their teams to choose the most effective project assessment technique for measuring the success of performance and outcomes related to the delivery of transportation projects. This research was focused on the assessment techniques that are used in the development phase within the transportation project lifecycle phases.

Establishing contract time is an important part of the highway project development process. Contract time directly impacts project costs, the public, and risk for contractors. This synthesis documents current methodologies and procedures used in state transportation agencies to estimate contract time for various highway project delivery methods. Information used in this study was gathered through a literature review and a survey of state transportation agencies. Follow-up interviews with selected agencies provided additional information. Timothy R.B. Taylor, Roy E. Sturgill, Jr., and Ying Li, University of Kentucky, Lexington, collected and synthesized the information and wrote the report.
