Excerpt from Educational Survey of Wilkes County Wilkes County was one of the earlier counties of Georgia, having been created by the Constitution of 1877. The County has a heritage of intellectuality of which it is justly proud, but upon which we will not dwell here. The public school system of the County, as will be seen by a careful consideration of this report, is inadequate, and fails to offer to the present and coming generations such educational Opportunities as are necessary to the perpetuation of the Coun ty's proud heritage. A casual observation of the pictures of the many little schools of the County, as shown on the pages of this report, indicates conditions to which the citizens cannot point with pride. A careful reading of the details of the report will further show that most of the schools are, being op erated under conditions that defeat the possibility of good teaching or thorough learning; and a further examination into the results of educational measurements in the small rural schools furnish abundant proof of this statement. To these general statements, it will be observed, there are a few notable exceptions, but these serve to emphasize the weakness of the system and the inefficiencies in the majority of the schools. These were better attended by the teachers than those of any pre vious year, and more interest was manifest. We have adopted the plan of designating certain teachers to prepare talks and essays on the subjects for discussion and find that this is an improvement on the former plan as the teachers selected for the work give more tlme and attention to preparing themselves for the discussions, hence making them more interesting and profitable to the members of the Association. After the regular discussion has closed any member who desires to do so is allowed to speak. Another new feature is the lectures and addresses which have been made to the body by members of the pulpit and the bar. We feel that these talks have done much good in inciting the teachers to renewed efforts and impressing more forcibly upon them their great duties and responsibilities. North Carolina fiddler and banjo player Jim Scancarelli's extensive career as a string band musician began in the early 1960s. A founding member of the Kilocycle Kowboys, one of Charlotte's longest-lived bluegrass bands, he played banjo with the Mole Hill Highlanders, and in the 1980s formed Sanitary Cafe with fiddler Tommy Malboeuf. Through the 1970s, his annual recordings at the Union Grove Fiddlers Convention captured superlative music and performer interviews.
