[Résumé en français] L'économie de "l'aide ménagère" a pris son essor dans le cadre d'une politique sociale de la vieillesse. Ce n'est pas une économie de marché mais une économie sociale administrée par les institutions de l'aide sociale et de la protection sociale. Dans les années 1990, l'aide ménagère a été re-qualifiée en "service de proximité" dans le cadre d'une politique économique de développement de "nouveaux services". Elle a, depuis, fait l'objet d'une entreprise de restructuration visant son alignement sur l'orthodoxie d'une économie de services régie par le marché. La présente thèse revient sur ces deux programmes de politique publique et tente de circonscrire la validité du choix du marché dans ce domaine d'activité. Parlant, elle discute la restructuration contemporaine de l'économie sociale de l'aide de l'aide ménagère. A partir d'une analyse microécconomique en appui, dans un premier temps, sur des enquêtes de terrain de type monographique et, dans un second temps, sur un relevé statistique des accidents domestiques des personnes âgées, sont relevées finalement les contraintes et les limites du marché. Elle se compose de deux parties et de cinq chapitres. La première partie tente de montrer, par la monographie, l'égale robustesse et cohérence internes des deux politiques publiques et l'impossibilité d'arbitrer, à ce niveau, en faveur d'une forme d'économie ou de l'autre. La seconde partie propose trois démonstrations théoriques qui partent du principe initial d'un marché et d'une coordination par les prix et rapatrient progressivement des éléments institutionnels au fur et à mesure que cette coordination apparaît prise à défaut. Ces démonstrations recourent successivement à la théorie standard du consommateur, à la théorie de la production des ménages, au courant de l'économie des conventions , à l'économie des organisations, à la théorie des appariements qui considère l'appariement entre un poste et un travail comme un bien d'expérience pure et, enfin, à la théorie des effets externes.

Adopting a longitudinal approach, this book examines the dynamics of union and family formation in France and its effects on various aspects of life, such as employment, intergenerational transfers, etc. Drawing on data from a survey in which the same respondents were interviewed three times at three-year intervals, the book explores how demographic behaviours are influenced across the life course at individual level and assesses some of their consequences. Policy makers have introduced a wide range of reforms linking disability, unemployment, and welfare programs cash benefits to work-oriented measures. Welfare policies are being framed by a new emphasis on recipients' obligations, emphasizing that the receipt of benefits creates a responsibility to take action towards becoming self-reliant. The objective is to minimize the duration of dependence or improve the well-being of family or community. Activating the Unemployed addresses this growing interest in work-oriented measures. This represents a shift in the dominant discourse on social welfare from focus on the citizen's rights to social benefits to emphasis on their responsibilities to work and lead an active life.
