By first constructing a Marxist framework for the study of development , Jay Mandle assesses the reasons why the region emerged underdeveloped and evaluates post-world-war two efforts to overcome the legacy of poverty through a strategy of "industrialization through invitation." Identifying the reasons why a Marxist framework yielded results which were unsatisfactory, the author then explores the requirements which must be met for a more reliable study of the Caribbean’s economic development. Case studies of Cuba, Jamaica, Guyana, Trinidad and Tobago examine the extent to which these requirements have been met.

"The Caribbean region is not short of economic theories, both home-grown and imported, that attempt to explain and prescribe models for the development and management of their small fragile economies. From the writings of Nobel Laureat W. Arthur Lewis in the 1940s and 1950s, which advocated the use of international capital to advance the rapid industrialization of the region, to the prescriptions of the New World economists of the 1970s which urged Caribbean governments to delink their economies from metropoles and assume control of their indigenous resources, to the modern day neoliberal free market advocates all have claimed to be the correct models for Caribbean economic development and sustainability. Courtney Blackman rejects the ideological approaches of the Marxist/Radical left, the dependency model of the New Wold economists and the free market Washington Consensus . Instead, he puts forward with refreshing candour, incisive analysis and rare clarity of expression, in 22 lively essays, problem oriented and managerially practical policies that are rooted in Caribbean history, culture and interests. This important book provides a fascinating insight into the conceptual under-pinnings of the theory of plantation economy initiated by Lloyd Best and Kari Levitt in the 1960s as a basis for analysing the nature of the Caribbean economy. While acknowledging an intellectual debt to Latin American structuralists and also to the work of Dudley Seers and William Demas, the authors develop an original and innovative analytical framework as a counter to more "universalist" models which failed to take account of the Caribbean reality. Their work identifies the main features of the plantation economy as a hinterland characterized by subordination and dependency on the dominant metropole. Distinguishing between hinterlands of conquest, settlement and exploitation, Best and Levitt analyse the rules that determine this complex relationship with the metropole. The Blue Economy is emerging on the global scene as a powerful and persuasive new concept for sustainable development based on economic activities associated with the ocean. Several regions globally have adopted this concept at national and regional levels, including the Caribbean. Given the complex, multisectoral and multilevel nature of the Blue Economy, it is clear that different approaches will be needed for different regions. Hence, this volume explores the opportunities, threats and risks involved in operationalising the Blue Economy in the Wider Caribbean Region, defined as northern Brazil to the USA and all mainland and island countries and territories in-between. The first part of the book looks at where the region stands in the global picture regarding adoption of the Blue Economy and what is planned. The second set of chapters examines key crosscutting issues such as ecosystem services, climate change and governance at national and regional levels that could make or break the Blue Economy initiative. The book then goes on to explore the main sectoral activities that will constitute the Blue Economies in the region: fisheries, tourism, shipping and transport, renewable energy, oil and gas, seabed mining and waste management are all considered. The book ends with a synthesis of the political and technical requirements to overcome threats and take advantage of opportunities in the Blue Economy.
