Everyone has heard of environmentalism, but what is it? Is it ideology or religion? Like socialism, environmentalism is a political program, but even more diffuse. Environmentalists hold diverse opinions, from wanting to take care of nature in human interest to putting nature above man. The latter is religious environmentalism, with nature taking the place of the supernatural. This book is a critique of this type of environmentalism, appropriately named ecofundamentalism. This may be a minority or even marginal opinion, but it seems to shape people’s thinking to an unwarranted degree. In the worst of cases, it would bring the end of civilization as we know it. Without massive monocultures, supported by pesticides and fertilizer, we could never feed ourselves. Almost 90 percent of our primary energy comes from fossil fuels, without which there would be no air travel, cars and trucks, reliable electricity, and even much of our food supply. Putting a premium on biodiversity and getting serious about greenhouse gas emissions would force us to go without these things, putting us back in the Middle Ages. Fortunately, there is no need to heed any of these environmentalist prescriptions. Contrary to the notion that economic growth is unsustainable and our core problem, it is actually the core solution. Economic growth and technology has made it possible for food production to outpace population growth since the industrial revolution. Economic growth is one reason why population growth worldwide has fallen so that the “population bomb” may never explode. It has also made us largely independent of the weather except for growing our crops. Meanwhile, ecofundamentalism would cause more harm than good.

The 1997 Symposium of the Egon-Sohmen-Foundation, which gave rise to this book, took place in the United States, on the East Coast between New Y C)rk and New Haven, more precisely in Stamford (Conn.). The original choice had been a place close to Yale University, where Egon Sohmen taught economics from 1958 to 1960, subsequent to his period at MIT. But the hotel in New Haven was closed down by a new owner-to pass through a process of creative destruction. Change of ownership-on a large scale and as a transition from public to private hands-had been the topic of the preceding Egon Sohmen-Symposium (in Budapest in 1996) published under the head ing: Privatization at the End of the Century (Springer-Verlag, 1997). Yet mere change of ownership, some of us at the Foundation felt in subsequent months, was too narrow a focus to properly deal with the movement under consideration: a transition of ownership together with a general move towards a competitive market system charac terized by global openness, uncertainty, decentralized risk-bearing, and the increasing importance of information and innovation.

Reviving the Invisible Hand is an uncompromising call for a global return to a classical liberal economic order, free of interference from governments and international organizations. Arguing for a revival of the invisible hand of free international trade and global capital, eminent economist Deepak Lal vigorously defends the view that statist attempts to ameliorate the impact of markets threaten global economic progress and stability. And in an unusual move, he not only defends globalization economically, but also answers the cultural and moral objections of antiglobalizers. Taking a broad cross-cultural and interdisciplinary approach, Lal argues that there are two groups opposed to globalization: cultural nationalists who oppose not capitalism but Westernization, and "new dirigistes" who oppose not Westernization but capitalism. In response, Lal contends that capitalism doesn't have to lead to Westernization, as the examples of Japan, China, and India show, and that "new dirigiste" complaints have more to do with the demoralization of their societies than with the capitalist instruments of prosperity. Lal bases his case on a historical account of the rise of capitalism and globalization in the first two liberal international economic orders: the nineteenth-century British, and the post-World War II American. Arguing that the "new dirigisme" is the thin edge of a wedge that could return the world to excessive economic intervention by states and international organizations, Lal does not shrink from controversial stands such as advocating the abolishment of these organizations and defending the existence of child labor in the Third World.
