In recent years, the term ‘diaspora’ has been more frequently used to characterise peoples existing away from their homelands. Khachig To¨- lo¨lyan, editor of the journal Diaspora, asserts that ‘the term that once described Jewish, Greek, and Armenian dispersion now shares meanings with a larger semantic domain that includes words like immigrant, expatriate, refugee, guest-worker, exile community, overseas community, [and] ethnic community’. Generally speaking, then, this mosaic of Indian identities abroad is presented as the mirror of India itself. India is diverse, and so too are its migrants. It is acknowledged that Indian migrants abroad tend to reproduce their own religions, family patterns, and cultures as much as possible. One is the prefix ‘Indian’. And the other is the term ‘dia-spora’. The implication of the first is that there is a single India with its people, who are somehow united under one flag. This is far from obvious. India has been described as a ‘nation and its fragments’ or an ‘invented nation.

As migration has not commonly been considered as part of the indigenous experience, the prevalent view of indigenous communities tends to portray them as static groups, deeply rooted in their territories and customs. Increasingly, however, indigenous peoples are leaving their long-held territories as part of the phenomenon of global migration beyond the customary seasonal and cultural movements of particular groups. Development of tribes and their areas are today a major concern of the Government. Various articles of the Indian Constitution provide specific provisions for the advancement of scheduled castes and scheduled tribes. Often, a tribeis biologically as well as culturally distinct from other tribes and non-tribal population. The bureaucratic system has its own limitations and is not flexible enough. A Voluntary Organisation on the other hand, cna easily adjust itself to the needs of the people with sympathy, personal care and urgency. Despite efforts, both by the Government and Voluntary Organisations, the progress is not what it should have been possible because of the inconsistency between various developmental approaches and different socio-economic-politico-cultural factors in which the tribal groups are nursed and nurtured.
