Solid wood (SW) is important to the const'n., mfg., and shipping segments of the U.S. economy. In 1998, 19.6 billion cubic feet, roundwood equivalent, of all timber products were consumed in the U.S. About 87% of this was for industrial products, and 13% for fuelwood. SW products and pulpwood products each account for about half of the industrial roundwood consumed. This report examines SW timber products consumption in the U.S. over the past 40-45 years, relates changes in consumption to economic, social, and institutional factors during the period, and presents estimates of consumption in major end-use markets. Trends in timber products production, foreign trade, and domestic consumption over the past half century also are examined. Illus.

This book is a product of the initial phase of a broader study evaluating the voluntary and regulatory compliance protocols that are used to account for the contributions of forests in U.S.-based greenhouse gas (GHG) mitigation programs. The research presented here is particularly concerned with these protocols’ use of the USDA Forest Service’s Forest Inventory and Analysis (FIA) data to describe forest conditions, ownership, and management scenarios, and is oriented towards providing regulators and other interested parties with an objective comparison of the options, uncertainties, and opportunities available to offset GHG emissions through forest management. Chapters focus on the protocols for recognizing forest carbon offsets in the California carbon cap-and-trade program, as described in the Compliance Offset Protocol; U.S. Forest Projects (California Air Resources Board, 2011). Readers will discover the protocols used for quantifying the offset of GHG emissions through forest-related project activity. As such, its scope includes a review of the current methods used in voluntary and compliance forest protocols, an evaluation of the metrics used to assign baselines and determine additionality in the forest offset protocols, an examination of key quantitative and qualitative components and assumptions, and a discussion of opportunities for modifying forest offset protocols, in light of the rapidly changing GHG-related policy and regulatory environment. Public debate has stimulated interest in finding greater compatibility among forest management regimes. The debate has often portrayed management choices as tradeoffs between biophysical and socioeconomic components of ecosystems. Here we focus on specific management strategies and emphasize broad goals such as biodiversity, wood production and habitat conservation while maintaining other values from forestlands desired by the public. We examine the following proposition: Commodity production (timber, nontimber forest products) and the other forest values (biodiversity, fish and wildlife habitat) can be simultaneously produced from the same area in a socially acceptable manner. Based on recent research in the Pacific Northwest, we show there are alternatives for managing forest ecosystems that avoid the divisive arena of 'either-or' choices. Much of the work discussed in this book addresses two aspects of the compatibility issue. First, how are various forest management practices related to an array of associated goods and services? Second, how do different approaches to forest management affect relatively large and complex ecosystems?

This study presents techniques for calculating average net annual additions to carbon in forests and in forest products. Forest ecosystem carbon yield tables, representing stand-level merchantable volume and carbon pools as a function of stand age, were developed for 51 forest types within 10 regions of the United States. Separate tables were developed for afforestation and reforestation. Because carbon continues to be sequestered in harvested wood, approaches to calculate carbon sequestered in harvested forest products are included. Although these calculations are simple and inexpensive to use, the uncertainty of results obtained by using representative average values may be high relative to other techniques that use site- or project-specific data. The estimates and methods in this report are consistent with guidelines being updated for the U.S. Voluntary Reporting of Greenhouse Gases Program and with guidelines developed by the Intergovernmental Panel on Climate Change. The CD-ROM included with this publication contains a complete set of tables in spreadsheet format.
