Bullying - long tolerated as just a part of growing up - finally has been recognized as a substantial and preventable health problem. Bullying is associated with anxiety, depression, poor school performance, and future delinquent behavior among its targets, and reports regularly surface of youth who have committed suicide at least in part because of intolerable bullying. Bullying also can have harmful effects on children who bully, on bystanders, on school climates, and on society at large. Bullying can occur at all ages, from before elementary school to after high school. It can take the form of physical violence, verbal attacks, social isolation, spreading rumors, or cyberbullying. Increased concern about bullying has led 49 states and the District of Columbia to enact anti-bullying legislation since 1999. In addition, research on the causes, consequences, and prevention of bullying has expanded greatly in recent decades. However, major gaps still exist in the understanding of bullying and of interventions that can prevent or mitigate the effects of bullying. Building Capacity to Reduce Bullying is the summary of a workshop convened by the Board on Children, Youth, and Families of the Institute of Medicine and National Research Council in April 2014 to identify the conceptual models and interventions that have proven effective in decreasing bullying, examine models that could increase protective factors and mitigate the negative effects of bullying, and explore the appropriate roles of different groups in preventing bullying. This report reviews research on bullying prevention and intervention efforts as well as efforts in related areas of research and practice, implemented in a range of contexts and settings, including schools, peers, families, communities, laws and public policies, and technology. The Olweus Bullying Prevention Program (OBPP) was purchased by a southern school district to combat bullying and raise perceptions of school climate. The purpose of this quantitative study was to determine the effectiveness of the OBPP in combatting bullying in a school for the 2015-2016 school year. Bullying data were compiled and compared using the OBQ from 2012, 2013, and 2014 to create the Middle School Bullying Survey administered in the fall of 2015 (presurvey) and the spring of 2016 (postsurvey) to reassess school climate, prevalence of bullying, and effectiveness of the OBPP. For Research Question 1, using chi-square tests, results showed no statistically significant associations in perceptions of students regarding being bullied at school before and after the implementation of the bullying prevention program. For Research Question 2, using descriptive statistics, results showed that both sets of participants reported bullying incidents to their parent/guardian more often. For Research Question 3, using chi-square tests, results showed no statistically significant differences between perceptions of girls and boys before and after the implementation of the bullying prevention program. For Research Question 4, using descriptive statistics, results showed that bullying happened more often at the gym, in the hallway, and during recess. For Research Question 5, using chi-square tests, results showed no statistically significant associations in perceptions of eighth-grade students and teachers on the social and physical environments from the end of 2015 to the end of 2016, as determined by the South Carolina Department of Education Annual Report Card Summary Evaluation Results.

Bullying is recognized as a barrier that must be addressed by schools to ensure that all students have access to educational opportunities. Due to high accountability with limited resources, schools must identify strategies to address issues such as bullying in a manner that provides the maximum benefit to students. Character education (CE) programs, which contribute to the bullying deterrent of positive school climate, may also lessen bullying through explicit teaching of character traits and prosocial skills. The purpose of this study is to determine if there is a relationship between utilization of character education and prevalence of bullying in middle schools, to examine the influence of school and student factors that may impact the relationship between character education and bullying, and to investigate elements of character education programs that are associated with reduced prevalence of bullying. Data was collected through self-administered surveys and logistic regression techniques were used to answer the research questions. This study found that name-calling, rumor-spreading, and physical bullying were the most common forms of bullying reported by middle school students. Cyberbullying through rumors and threats were least common. The results of this study do not support the use of character education as a strategy to reduce the prevalence of bullying in middle schools. The school-level variables of socioeconomic status, size, and locale predict the likelihood of physical bullying, threats, and rumors, respectively. The student-level variables of grade, gender, and race/ ethnicity were significantly related to several forms of bullying. With respect to reported bullying in CE schools, the most impactful character education program component was staff training.
