"When considering strategies to address violent conflict, an enduring debate concerns the wisdom of recognizing versus avoiding reference to ethnic identities. This book asks: Under what conditions do governments manage internal violent conflicts by formally recognizing different ethnic identities? And, moreover, what are the implications for peace? Introducing the concept of "ethnic recognition", and building on a theory rooted in ethnic power configurations, the book examines the merits, risks, and trade-offs of publicly recognizing ethnic groups in state institutions as compared to not doing so, on sought-after outcomes such as political inclusiveness, the decline of political violence, economic vitality, and the improvement of democracy. It draws on both global cross-national quantitative analysis of post-conflict constitutions, settlements, and institutions since 1990, as well as in-depth qualitative case studies of Burundi, Rwanda, and Ethiopia. Findings show that recognition is adopted about forty percent of the time and is much more likely when the leader is from the largest ethnic group, as opposed to an ethnic minority. Moreover, all else equal, recognition promotes peace better than non-recognition under plurality leadership. Under minority leadership, peace outcomes are neither better nor worse. These findings should be of great interest to social scientists studying peace, democracy, and development, and of practical relevance to policy makers attempting to make these concepts a reality around the world"--

Nations, States, and Violence presents a revisionist view of the sources of nationalism, the relationship of the nation to culture, and the implications of nationalism and cultural heterogeneity for the future of the nation-state. It accepts the now-standard view that national identities are not inherited traits but constructed communities in order to serve political ends. But the resulting national identities do not emerge from some metaphorical plebiscite as had beensuggested by some; rather they result from efforts by people to coordinate their identities with people who share at least some cultural traits with them. Coordination leads to powerful social and cultural ties that are hard to unravel, and this explains the persistence of national identities.Understood as the result of coordination dynamics, the implications of national homogeneity and heterogeneity are explored. The book shows that national heterogeneity is not, as it is sometimes accused of being, a source of hatred and r s1ence. Nonetheless, there are advantages to homogeneity for the production of public goods and economic growth. Whatever the positive implications of homogeneity, the book shows that in the current world, classic nation-states are defunct. Heterogeneity isproliferating not only due to migration but also because small groups in many states once thought to be homogeneous are coordinating to demand national recognition. With the prohibitive costs of eliminating cultural heterogeneity, citizens and leaders need to learn how best to manage, or even takeadvantage of, national diversity within their countries. Management of diversity demands that we understand the coordination aspects of national heterogeneity, a perspective that this book provides.In addition to providing a powerful theory of coordination and cultural diversity, the book provides a host of engaging vignettes of Somalia, Spain, Estonia, and Nigeria, where the author has conducted original field research. In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. The Sexual Violence and Impunity in South Asia research project (coordinated by Zubaan and supported by the International Development Research Centre) brings together, for the first time in the region, a vast body of knowledge on this important - yet silenced - subject. Six country volumes (one each on Bangladesh, Nepal, Pakistan, Sri Lanka, and two on India, as well as two standalone volumes) comprising over fifty research papers and two book-length studies, detail the histories of sexual violence and look at the systemic, institutional, societal, individual and community structures that work together to perpetuate impunity for perpetrators. In this remarkable and wide-ranging study, activist and historian V. Geetha unpacks the meanings of impunity in relation to sexual violence in the context of South Asia. The State's misuse of its own laws against its citizens is only one aspect of the edifice of impunity; its less-understood resilience comes from its consistent denial of the recognition of suffering on the part of victims, and its refusal to allow them the dignity of pain, grief and loss. Time and again, in South Asia, the State has worked to mediate public memory, to manipulate forgetting, particularly in relation to its own acts of commission. It has done this by refusing to take responsibility, not only for its acts but also for the pain such acts have caused. It has denied suffering the eloquence, the words, the expression that it deserves and papered over the hurt of its people with routine government procedures. The author argues that the State and its citizens must work together to accord social recognition to the suffering of victims and survivors of sexual violence, and thereby join in what she calls 'a shared humanity'. While this may or may not produce legal victories, the acknowledgment that the suffering of our fellow citizens is our collective responsibility is an essential first step towards securing justice. It is this that in a fundamental sense challenges and illuminates the contours and details of State impunity, and positions impunity as not merely a legal or political conundrum, but as resolute refusal on the part of State personnel to be part of a shared humanity.

In Complaint! Sara Ahmed examines what we can learn about power from those who complain about abuses of power. Drawing on oral and written testimonies from academics and students who have made complaints about harassment, bullying, and unequal working conditions at universities, Ahmed explores the gap between what is supposed to happen when complaints are made and what actually happens. To make complaints within institutions is to learn how they work and for whom they work: complaint as feminist pedagogy.
