La recherche publique française souffre ! Elle souffre de trop de complexité, de trop de papiers à remplir, de trop peu de temps à consacrer à la recherche elle-même. Le chercheur a le sentiment de n'être souvent qu'un simple enjeu administratif entre différentes instances ou organismes, à un moment où la mondialisation des échanges oblige les pays les plus dynamiques à compter sur la créativité et l'innovation pour maintenir un emploi de qualité. Consolider l'existant, ne rien changer, ou pire, faire plaisir à toutes les chapelles qui se sont construites et consolidées au cours des trente dernières années seraient un poison lent qui conduirait à la paralysie de nombreux laboratoires de qualité qui essayent coûte que coûte de se maintenir au meilleur niveau international. La recherche publique doit être attractive pour les esprits les plus curieux, les plus créatifs et les plus avides de connaissance de chaque génération, loin des routines bureaucratiques, afin de continuer à faire de la France un pays de haut niveau intellectuel. C'est dans cet esprit que les membres de l'Académie des sciences ont travaillé, en analysant dix points jugés fondamentaux, en faisant des propositions pour chacun d'entre eux et en dégageant quatre recommandations synthétiques, jugées essentielles pour l'avenir de la recherche publique dans notre pays.

Bringing together historians and disability scholars from a variety of disciplines and regions, the chapters investigate various historical settings, ranging from work cooperatives to disability associations and informal workplaces, and analyse multiple meanings of labour in different political and economic systems through the lens of disability. The book’s contributors demonstrate that the nexus between labour and disability in modern, industrialised societies resists easy generalisations, as marginalisation and integration were often two sides of the same coin: While the experience of many disabled people has been marked by exclusion from mainstream production, labour also became a vehicle for integration and emancipation. Addressing one of the research gaps of the disability history field, which has long been dominated by British and North American perspectives, the book sheds light on less-studied examples from Scandinavian countries and Eastern Europe including Czechoslovakia, Poland, the Soviet Union, Bulgaria and Romania. Le bassin du Congo représente 70 % de la couverture forestière du continent africain et abrite une grande partie de la biodiversité de l’Afrique. Historiquement, la pression exercée sur les forêts du bassin du Congo a été comparativement faible, mais des signes indiquent que cette situation ne devrait pas durer, car la pression sur les forêts et les autres écosystèmes s’accroît. La reconnaissance croissante de l’importance des forêts pour endiguer le changement climatique a introduit un nouvel élan dans la lutte contre la déforestation et la dégradation de la forêt tropicale. La plupart des pays de bassin du Congo sont activement engagés dans un processus de préparation des cadres et stratégies-cadre capable de créer des incitations à « réduire les émissions dues à la déforestation et à la dégradation des forêts », encourageant « la conservation et la gestion durable des forêts ainsi que l’amélioration de la séquestration du carbone par les forêts » (REDD+). Ils travaillent ainsi d’ores-et-déjà à renforcer leur capacité de suivi des émissions liées aux forêts, à améliorer la gouvernance des forêts, à promouvoir le développement et à réduire la pauvreté, tout en protégeant les ressources naturelles de la région. Un exercice de deux ans visant à analyser et comprendre en profondeur la dynamique de la déforestation dans le bassin du Congo est résumé dans le présent rapport, qui s’organise comme suit : Le chapitre 1 donne une vue d’ensemble des forêts du bassin du Congo • Le chapitre 2 présente la dynamique de la déforestation et résume les résultats d’une analyse secteur par secteur des grands facteurs de déforestation dans le bassin du Congo. • Le chapitre 3 fournit une actualisation de l’état des négociations REDD+ dans le cadre de la CCNUCC et des implications pour les pays du bassin du Congo.

This book is about how work enters and affects the lives of children in Africa, taking for granted neither the traditional values surrounding childrens work, nor the international standards against it. Many African societies nurture their children on the ingrained notion that children must work as part of their process of growing up. Children participate in their families and communities through the work they do in the house and in whatever else their families do. Such views are, however, antithetical to the dominant views in Europe and North America which see childhood as a time of freedom from responsibility and economic activity. These views have become so popular with the elites in other countries to the extent that they now drive international campaigns against child labour, and have been incorporated into what are now considered universal international standards and conventions. This book was conceived within the framework of the CODESRIA tradition of taking African perspectives seriously and not allowing social research in Africa to become subservient to values from outside. African scholars remain keenly aware of the need not to isolate themselves from developments in the wider world, which could lead to stagnation. This book, through empirical observation of the lives of African children, the work they do, its place in their lives, and what the children say about it, proposes new perspectives towards a new understanding of this complex stage of human development. Work is not simply about the right to income: work provides identity and status in society, and participation in the community. People relate to one another through work. Those who do not work are often without status and are at the periphery of society. One of the major ways in which this book differs from most of the available literature is in the understanding it brings to the problem of child labour. There are economic reasons why children may need an income of their own. There is the demographic fact that the proportion of children to adults in low-income countries is nearly double that in high-income societies. This book attempts to demonstrate that work is both necessary and beneficial in terms of a childs development to become a full, responsible, and respectable member of society.

Cameroon has strong goals for its growth and development. By 2035, it aims to be an emerging economy. The country s medium-term goals are focused on alleviating poverty, consolidating democracy, and achieving national unity while respecting diversity. This report contributes substantively to the Government s vision on Strategy for Growth and Employment, putting human development and employment at center stage. Cameroon faces three main challenges: Developing more robust formal and informal employment opportunities by strengthening human development. Increasing productivity in agriculture, mining, and key value chains (timber, tourism, and information and communication technology). Advancing growth by investing in infrastructure and improving the business climate and regional integration. The Strategy sets a target for reducing underemployment from 76 percent of the workforce to 50 by 2020 by creating tens of thousands of formal jobs. But based on results from the first two years of its implementation, the strategy is far from achieving that target. This report is meant to support Cameroon s efforts to build the skills of its workers. This report reaches conclusions and offers policy recommendations to answer six questions: What has been the trajectory of Cameroon s economic growth? Which sectors have contributed to growth? What jobs are being created? What types of skills are being used in the sectors where the highest percentages of the population are employed? What are the demand and supply barriers to skills? Which policies and institutions are in play? Are they sufficient? What needs to or could be reformed? Cameroon has good prospects for moving to middle-income status. It can create a more dynamic, responsive workforce. But a new strategy is required. It can be done.This report proposes new directions and provides recommendations. Outcomes are expected. Work has never been easy. But many have been working and Cameroon can work."
