This book focuses on the concept of 'home' or 'place of origin' (expressed in Tamil as 'Ur') and its various dimensions, in turn related to issues of belonging, attachment, detachment, and commonality among the war-affected population in the post-war era of Sri Lanka. Little research has been undertaken on displacement and forced migration since the end of the war, and so this book provides new insight into the intersections between externally and internally displaced people and notions of home in relation to gender, age, caste and class. It excavates the roots of the problem of not being able to return due to combinations of uncertainty, unemployment, and the loss of people and property. The author shows that notions of 'home' vary considerably depending on multiple variables, and this is particularly pronounced between the different generations. The book also confronts how the migration from Sri Lanka over the border to India has brought on discernible changes to the lives of women in particular, in transforming their identities in multiple re-invented cultural manifestations, and cultivating a new kind of attachment towards their new homes. Interdisciplinary in tenor, this book will be of interest to scholars in development studies with a focus on South Asia, as well as graduate students and researchers in the fields of migration, conflict studies, Sri Lanka studies, and sociology. The author is a Catholic priest who served as the Director of the Uva Socio-economic Community Development Center (USCOD) at Badulla from 1974 until 1983 when he was forced to leave the country. Although his origins are within the Tamil community in the North, his work has been mostly among the plantation workers in the Uva Province and the Sinhala peasants of the surrounding villages. The author divides his analysis of the 850,000 Indian Tamil minority after Ceylon's independence in 1948 into three sections. The first part of the book focuses on the problems of the Tamils who have been displaced within their own country between 1958 and 1986. It discusses the situation of the Hill Country Tamils and their relationship with the indigenous Tamils, the problem of repatriation and the lack of integration. Part two analyses the Sri Lankan refugees in India, especially Tamil Nadu, from 1968 onwards. The author states that the problem of rehabilitation assumed serious proportions only about the year 1975, by which time approximately 250,000 repatriates had arrived. He describes in detail the refugee centres (camps) in Tamil Nadu, as well as assistance from government and voluntary organizations. The concluding part of the book speaks of the Tamil refugees in developed countries: West Germany, France, the Netherlands, Switzerland, Italy, Belgium, Great Britain, the Nordic countries and the US, Canada and Australia, as well as the role of international organizations regarding the refugees. The last chapters describe new restrictive policies in the developed countries and contain an appeal for a more open welcome.
