We introduce a semantic network approach to the study of organizational identity construction based on the analysis of discourse. We argue that discourse plays a central role in shaping organizational legitimacy through which identities are constructed. Organizational identity is frequently referred to either as a shared “mental model” emerging from audience evaluation, or as a set of “institutional claims” linking the organization to a reference field or domain. We propose a model of discursive organizational identity which integrates these two views. Our model posits that discourse gives rise to a “semantic space” within which competitive identities evolve and change. Meaning structures characterizing such space are represented as networks of voices (e.g., candidates) and symbols (e.g., words). Once discursive elements are modeled as dual networks of voices and symbols, a number of scaling techniques can be used for assessing their competitive interdependence. We illustrate empirically the use correspondence analysis to assess the position of voices and symbols as extracted from six electoral manifestos used during presidential elections recently held at a large university located in Northern Italy. We discuss the implications of our results in the broader context of contemporary studies on the constriction and emergence of organizational identities.

In this "postmodern, end-of-the-century" moment, the question of what role public administration can legitimately play in a democratic society has deepened and taken on increased urgency. At the same time the movement toward global marketization has gained enormous momentum, traditional prejudices and racial and ethnic violence have appeared with a renewed virulence, presenting unprecedented challenges to democratic governments. Legitimacy in Public Administration reveals how the issue of administrative legitimacy is directly implicated, indeed central, to this broader issue. It argues that legitimacy hinges at the generic level on the question of alterityùhow to regard and relate to "different others." This book reviews the history of the legitimacy issue in the literature of American public administration with the purpose of demonstrating that this discourse has been distorted by an underlying and undisclosed commitment to an elitist "Man of Reason" model of the public administratorÆs role. Current attempts to reformulate administration to meet the challenge of new conditions will fail, the author argues, because they have not escaped the grip of this implicit distortion. Legitimacy in Public Administration includes a challenging concluding chapter that uses insights from gender theory and demonstrates the connection between the legitimacy question and the critical problem of alterity. Collective Identity, Oppression, and the Right to Self-Ascription argues that groups have an irreducibly collective right to determine the meaning of their shared group identity, and that such a right is especially important for historically oppressed groups. The author specifies this right by way of a modified discourse ethic, demonstrating that it can provide the foundation for a conception of identity politics that avoids many of its usual pitfalls. The focus throughout is on racial identity, which provides a test case for the theory. That is, it investigates what it would mean for racial identities to be self-ascribed rather than imposed, establishing the possible role racial identity might play in a just society. Legitimacy, along with security and democracy, is arguably one of the most widely used global buzzwords of the new millennium. Yet, the idea of political legitimacy is not new and has been constructed in different ways at different moments in history. This book problematizes this notion, from various contextual standpoints, disciplinary and theoretical perspectives. Taking a comparative, transnational and bottom-up approach to the study of political legitimacy, this book sheds light on multiple perceptions by different actors (institutions, civil society, majoritarian and minority subjects), analysing the notion of political legitimacy from a critical perspective. Questioning received wisdom or one-size-fits-all analyses, it leads to a reassessment of the link between legitimacy and sovereignty, and emphasises the demand by transnational civil society to go beyond identity politics, which produce logics of violence.
