Excerpt from Discouraging Opportunistic Behavior in Collaborative R& D: A New Role for Government Our findings show that not only can the government help to discourage opportunistic behavior in collaborative r&d, but firms recognize and appreciate that role. Overall, Italian firms participating in a Societa di Ricerca valued government actions such as helping to establish long term relationships and facilitating networking no differently from how they valued funding. In addition, there is evidence that firms learn through experience to better manage some aspects of collaboration, but not others. Firms with prior experience in collaborative r&d valued government assistance differently from those for whom the Societa was their first collaborative experience. Firms with prior experience placed significantly less value on government's institutional role of establishing a framework for cooperation than firms without prior experience did. Presumably these firms had learned to manage the initial set-up of a collaboration and felt less need for government guidance. They did not, however, learn to manage ex-post opportunistic behavior on their own, and still valued government's administrative role in controlling opportunism. In fact, these firms valued government's administrative role more highly, relative to funding, than firms with no prior experience did. It would appear that a comparison with the other collaborations in which they participate, made these firms more appreciative of the role of the government in controlling ex-post opportunism. It is broadly accepted that we have moved (or are moving) to a knowled- based economy, characterized at least by two main features: that knowl edge is a major factor in economic growth, and innovation processes are systemic by nature. It is not surprising that this change in the economic paradigm requires new analytical foundations for innovation policies. One of the purposes of this book is to make suggestions as to what they should include. Underpinning all the chapters in this book is a conviction of the impor tance of dynamic and systemic approaches to innovation policy. Nelson (1959)^ and Arrow (1962)^ saw innovation and the creation of new knowl edge as the emergence and the diffusion of new information, characterized essentially as a public good. The more recent theoretical literature regarded the rationale for innovation policies as being to provide solutions to "mar ket failures". Today, however, knowledge is seen as multidimensional (tacit vs. codified) and open to interpretation. Acknowledging that the creation, coordination and diffusion of knowledge are dynamic and cumu lative processes, and that innovation processes result from the coordination of distributed knowledge, renders the "market failure" view of innovation policies obsolete. Innovation policies must be systemic and dynamic.

In the U.S. alone, there are thousands of CRCs on university campuses, and agencies like the National Science Foundation, National Institutes of Health, Department of Defense, and more recently the Department of Energy fund CRCs to address some of the nation’s most formidable challenges with science and technology, including cancer and other diseases, terrorism surveillance and the detection of weapons of mass destruction, and new energy technologies and smart energy grid development. Industry oftentimes participates in CRCs for access to knowledge, capacity development, and to mitigate risk. American manufacturing is in obvious crisis: the sector lost three million jobs between 2000 and 2003 as the American trade deficit shot to record highs. Manufacturers have increasingly decentralized productive responsibilities to armies of supplier firms, both domestically and abroad. Many have speculated as to whether or not manufacturing is even feasible in the United States, given the difficulties. Josh Whitford's book examines the issues behind this crisis, looking at the emergence of a 'new old economy', in which relationships between firms have become much more important. Whitford shows that discussion of this shift, in the media and in the academic literature, hits on the right issues - globalization, de-industrialization, and the outsourcing of production in marketized and in network relationships - but in an overly polarized way that obscures as much as it enlightens. Drawing on the results of extensive interviews conducted with manufacturers in the American Upper Midwest, Whitford shows that the range of possibilities is more complex and contingent than is usually recognised. Highlighting heretofore unexamined elements of constraint, contradiction, and innovation that characterize contemporary network production models, Whitford shakes received understandings in economic and organizational sociology, comparative political economy, and economic geography to reveal ways in which the American economic development apparatus can be adjusted to better meet the challenges of a highly decentralized production regime.
