The Chief of Engineers has designated the Engineer Studies Center (ESC) as the Center of Engineering Modeling for the US Army Corps of Engineers (USACE) and the USACE point of contact for the Army Model Improvement Program (AMIP). Part of the research supporting the EMIP Plan addressed the availability of the digital terrain data (DTD) needed by models to adequately represent the influence of terrain on the outcome of the battle. This report identifies requirements for DTD in models at each level in the hierarchy of Army models. Three specific models (CASTFOREM, VIC, and FORCEM) were examined to determine how they use terrain data and to assess the availability of the DTD required by the models. However, the DTD issues facing the Army extend far beyond the modeling community. ESC hopes that this analysis will contribute to finding a solution to the Army's pressing needs for DTD, not only to support modeling, but more importantly to support the new generations of weapons and command and control systems that require DTD to function. As such, ESC has evaluated the current status of combat engineer modeling, identified a number of deficiencies in combat engineer modeling, and prepared this Engineer Model Improvement Program (EMIP) Plan which is designed to correct those deficiencies. ESC initially concentrated on the existing fully automated models (VIC, CASTFOREM and FORCEM). Although recent improvements have been made, ESC has determined that a number of problems still exist. These land combat models do not adequately demonstrate the contribution that combat engineers make to the outcome of the battle nor do they adequately measure the size of the engineer force needed to support the battle. Also, the availability of digital terrain data (DTD) is not adequate to support the Army's analytic community. To correct these and other problems, this plan provides a complete discussion of the quality of engineer modeling within the hierarchy of Army models, an identification of what engineer modeling improvements are needed (including terrain representation), and an assessment of which agency or activity is perhaps most appropriate and best equipped to make those improvements. This plan also provides a 'best estimate' of how much analytic effort will be required, the dollar cost of that effort, and when the Army can expect the improvements to be achieved. (fr).

This report describes procedures used by the U.S. Army Engineer Waterways Experiment Station to develop and structure digital terrain and mobility data bases for the CARMONETTE and AMSWAG models. Data bases were constructed for each model using 100-m grid cells or arrays. For the CARMONETTE model, data were developed on roads, topography, vegetation, terrain cover and concealment, and cross-country mobility. The data developed for the AMSWAG model consisted of 25 terrain parameters and 9 cover and concealment related parameters. Digital data bases were developed on each of six 1:50,000 quadrangles in the Federal Republic of Germany. These data bases were used by the U.S. Army TRADOC Systems Analysis Activity in support of the Engineer-Family of Systems Study (E-FOSS). (Author).

Consideration of Line-of-Sight (LOS) conditions has always been an essential aspect of the battlefield. Knowledge of the surrounding terrain and its corresponding elevation has even more implications today in the modern Army. To date, the Defense Mapping Agency's (DMA) Digital Terrain Elevation Data (DTED) Level 1 database, an elevation matrix with 3 arc second or approximately 100-meter post spacing, has been used by most military and DOD users when elevation data was required for modeling, simulations or other applications. Recent advances in weapon systems and combat simulators has brought into question the adequacy of DTED Level 1 for terrain appreciation and threat prediction applications, especially LOS. Consequently, the need for higher resolution terrain data (e.g, greater than 30 meter post spacing) and the ability of differing resolutions of DTED to accurately predict LOS conditions is of great interest to the Army's community.
