The global financial crisis of 2008 ushered in a system of informal decision-making in the grey zone between economics and politics. Legitimized by a rhetoric of emergency, ad hoc bodies have usurped democratically elected governments. In line with the neoliberal credo, the recent crisis has been used to realize the politically impossible and to re-align executive power with the interests of the finance industry. In this important book, Joseph Vogl offers a much longer perspective on these developments, showing how the dynamics of modern finance capitalism have always rested on a complex and constantly evolving relationship between private creditors and the state. Combining historical and theoretical analysis, Vogl argues that over the last three centuries, finance has become a "fourth estate," marked by the systematic interconnection of treasury and finance, of political and private economic interests. Against this historical background, Vogl explores the latest phase in the financialization of government, namely the dramatic transfer of power from states to markets in the latter half of the 20th century. From the liberalization of credit and capital markets to the privatization of social security, he shows how policy has actively enabled a restructuring of the economy around the financial sector. In Remaking Berlin, Timothy Moss takes a novel perspective on Berlin's turbulent twentieth-century history, examining it through the lens of its water and energy infrastructures. He shows that, through a century of changing regimes, geopolitical interventions, and socioeconomic volatility, Berlin's networked urban infrastructures have acted as medium and manifestation of municipal, national, and international politics and policies. Moss traces the coevolution of Berlin and its infrastructure systems from the creation of Greater Berlin in 1920 to remunicipalization of services in 2020, encompassing democratic, fascist, and socialist regimes. Throughout, he explores the tension between obduracy and change in Berlin's infrastructures. Examining the choices made by utility managers, politicians, and government officials, Moss makes visible systems that we often take for granted. Moss describes the reorganization of infrastructure systems to meet the needs of a new unitary city after Berlin's incorporation in 1920, and how utilities delivered on political promises; the insidious embedding of repression, racism, autarky, and militarization within the networked city under the Nazis; and the resilience of Berlin's infrastructures during wartime and political division. He examines East Berlin's socialist infrastructural ideal (and its under-resourced systems), West Berlin's insular existence (and its aspirations of system autarky), and reunified Berlin's privatization of utilities (subsequently challenged by social movements). Digital Rights Management (DRM) is a topic of interest to a wide range of people from various backgrounds: engineers and technicians, legal academics and lawyers, economists and business practitioners. The two conferences on the issue held in 2000 and 2002 in Berlin, Germany, brought these people together for fruitful discussions. This book continues this process by providing insights into the three main areas that DRM in?uences and that DRM is influenced by: technology, economics, and law and politics. Looking at the first results of the two conferences we would like to emphasize three aspects. Firstly, DRM is a fairly young topic with many issues still - resolved. Secondly, there is still an acute lack of objective information about DRM and the consequences of using (or not using) DRM in our Information Society. And, finally, only open discussions amongst all the interested parties and people from different scientific and practical backgrounds can help to create a foundation on which DRM can actually become useful.
