This interdisciplinary Handbook provides an in-depth analysis of the complex security phenomenon of disinformation and offers a toolkit to counter such tactics. Disinformation used to propagate false, inexact or out of context information is today a frequently used tool of political manipulation and information warfare, both online and offline. This Handbook evidences a historical thread of continuing practices and modus operandi in overt state propaganda and covert information operations. Further, it attempts to unveil current methods used by propaganda actors, the inherent vulnerabilities they exploit in the fabric of democratic societies and, last but not least, to highlight current practices in countering disinformation and building resilient audiences. The Handbook is divided into six thematic sections. The first part provides a set of theoretical approaches to hostile influencing, disinformation and covert information operations. The second part looks at disinformation and propaganda in historical perspective offering case study analysis of disinformation, and the third focuses on providing understanding of the contemporary challenges posed by disinformation and hostile influencing. Despite a defense budget that dwarfs that of any of the nation's rivals, the marginal return on this investment has decreased dramatically since the end of World War II. Why? Why have America's rivals, despite inferior resources, increasingly set the terms of international competition? Western academics, politicians, and military leaders alike have labelled Russia's actions in Crimea and its follow-on operations in Eastern Ukraine as a new form of “Hybrid Warfare.” In this book, Kent DeBenedictis argues that, despite these claims, the 2014 Crimean operation is more accurately to be seen as the Russian Federation's modern application of historic Soviet political warfare practices-the overt and covert informational, political, and military tools used to influence the actions of foreign governments and foreign populations. DeBenedictis links the use of Soviet practices, such as the use of propaganda, disinformation, front organizations, and forged political processes, in the Crimea in 2014 to the Warsaw Pact invasion of Czechoslovakia in 1968 (the “Prague Spring”) and the earliest stages of the invasion of Afghanistan in 1979. Through an in-depth case study analysis of these conflicts, featuring original interviews, government documents and Russian and Ukrainian sources, this book demonstrates that the operation, which inspired discussions about Russian “Hybrid Warfare,” is in fact the modern adaptation of Soviet political warfare tools and not the invention of a new type of warfare.
