In Southeast Asia, China’s growing economic and political strength has been accompanied by adept diplomacy and active promotion of regional cooperation, institutions and integration. Southeast Asian states and China engage in ‘strategic regionalism’: they seek regional membership for regime legitimation and collective bargaining; and regional integration to enhance economic development, regarded as essential for ensuring national and regime security. Sino-Southeast Asian regionalism is exemplified by the development plans for the Mekong River basin, where ambitious projects for building regional infrastructural linkages and trade contribute to mediating the security concerns of the Mekong countries. However, Mekong regionalism also generates new insecurities. Developing the resources of the Mekong has led to serious challenges in terms of governance, distribution and economic externalities. Resource-allocation and exploitation conflicts occur most obviously within the realm of water projects, especially hydropower development programmes. While such disputes are not likely to erupt into armed conflict because of the power asymmetry between China and the lower Mekong states, they exacerbate Southeast Asian concerns about China’s rise and undermine Chinese rhetoric about peaceful development. But the negative security consequences of developing the Mekong are also due to the shared economic imperative, and the Southeast Asian states’ own difficulties with collective action due to existing intramural conflicts.

The Mekong is the most controversial river in Southeast Asia, and increasingly the focus of international attention. It flows through 6 counties, China, Myanmar, Laos, Thailand, Cambodia and Viet Nam. The 4 downstream countries have formed the Mekong River Commission to promote sustainable development of the river and many of their people depend on it for their subsistence ? it has possible the largest freshwater fishery in the world, and the Mekong waters support rice agriculture in the delta in Viet Nam (which produces about 40% of that country's food) as well as in Cambodia, Laos and Thailand. China is now building the first large mainstream dam on the river, and has proposals for several more. These dams are likely to affect the downstream countries. Several of the downstream countries also have plans for large scale hydropower and irrigation development which could also impact the river. This book will provide a solid overview of the biophysical environment of the Mekong together with a discussion of the possible impacts, biophysical, economic and social, of some possible development scenarios. It is intended to provide a technical basis which can inform the growing political and conservation debate about the future of the Mekong River, and those who depend on it. It is aimed at river ecologists, geographers, environmentalists and development specialists both in the basin and (especially) outside for whom access to this material is most difficult. Transnational economic integration has been described by globalization boosters as a rising tide that will lift all boats, an opportunity for all participants to achieve greater prosperity through a combination of political cooperation and capitalist economic competition. The Asian Development Bank (ADB) has championed such rhetoric in promoting the integration of China, Southeast Asia’s formerly socialist states, and Thailand into a regional project called the Greater Mekong Subregion (GMS). But while the GMS project is in fact hastening regional economic integration, Jim Glassman shows that the approach belies the ADB’s idealized description of "win-win" outcomes. The process of "actually existing globalization" in the GMS does provide varied opportunities for different actors, but it is less a rising tide that lifts all boats than an uneven flood of transnational capitalist development whose outcomes are determined by intense class struggles, market competition, and regulatory battles. Glassman makes the case for adopting a class-based approach to analysis of GMS development, regionalization, and actually existing globalization. First he analyzes the interests and actions of various Thai participants in GMS development, then the roles of different Chinese actors in GMS integration. He next provides two cases illustrating the serious limits of any notion that GMS integration is a relatively egalitarian process—Laos’ participation in GMS development and the role of migrant Burmese workers in the production of the GMS. He finds that Burmese migrant workers, dam-displaced Chinese and Laotian villagers, and economically-stressed Thai farmers and small businesses are relative "losers" compared to the powerful business interests that shape GMS integration from locations like Bangkok and Kunming, as well as key sites outside the GMS like Beijing, Singapore, and Tokyo. The final chapter blends geographical-historical analysis with an assessment of uneven development and actually existing globalization in the GMS. Cogent and persuasive, Bounding the Mekong will attract attention from the growing number of scholars analyzing globalization, neoliberalism, regionalization, and multiple scales of governance. It is suitable for graduate courses in geography, political science, and sociology as well as courses with a regional focus.

An international river basin is an ecological system, an economic thoroughfare, a geographical area, a font of life and livelihoods, a geopolitical network and, often, a cultural icon. It is also a socio-legal phenomenon. This book is the first detailed study of an international river basin from a socio-legal perspective. Winner of the 2012 George Perkins Marsh Prize for Best Book in Environmental History In the twentieth century, the Mekong Delta has emerged as one of Vietnam’s most important economic regions. Its swamps, marshes, creeks, and canals have played a major role in Vietnam’s turbulent past, from the struggles of colonialism to the Cold War and the present day. Quagmire considers these struggles, their antecedents, and their legacies through the lens of environmental history. Beginning with the French conquest in the 1860s, colonial reclamation schemes and pacification efforts centered on the development of a dense network of new canals to open land for agriculture. These projects helped precipitate economic and environmental crises in the 1930s, and subsequent struggles after 1945 led to the balkanization of the delta into a patchwork of regions controlled by the Viet Minh, paramilitary religious sects, and the struggling Franco-Vietnamese government. After 1954, new settlements were built with American funds and equipment in a crash program intended to solve continuing economic and environmental problems. Finally, the American military collapse in Vietnam is revealed as not simply a failure of policy makers but also a failure to understand the historical, political, and environmental complexity of the spaces American troops attempted to occupy and control. By exploring the delta as a quagmire in both natural and political terms, Biggs shows how engineered transformations of the Mekong Delta landscape - channelized rivers, a complex canal system, hydropower development, deforestation - have interacted with equally complex transformations in the geopolitics of the region. Quagmire delves beyond common stereotypes to present an intricate, rich history that shows how closely political and ecological issues are intertwined in the human interactions with the water environment in the Mekong Delta.
